The Application Development & Delivery Lead provides technical leadership for application development and delivery, ensuring software quality, development governance, and timely execution of projects. The role strengthens engineering practices, supports team development, continuous improvement, building technical succession capabilities, and improves overall delivery excellence while working closely with the Head of IT Application on business and strategic priorities.

Key Accountabilities Software Engineering Leadership
- Provide technical leadership and guidance to the application development team.
- Establish and enforce software development standards, architecture principles, and coding best practices.
- Review solution designs and ensure alignment with security, scalability, and quality requirements.
- Mentor and develop team members to strengthen technical capabilities and knowledge sharing.
- Develop cross-training plans to reduce dependency on individual resources.
Application Delivery Management
- Lead the planning, execution, and delivery of application development projects.
- Ensure development activities are delivered on time, within scope, and according to quality standards.
- Monitor delivery performance, identify risks, and implement corrective actions when needed.
- Coordinate resources and priorities to support business and operational objectives.
Development Governance & Quality Assurance
- Establish and maintain software development lifecycle (SDLC), release, and change management practices.
- Drive code review, testing, documentation, and quality assurance processes.
- Ensure compliance with security, data protection, and application governance standards.
- Promote continuous improvement through adoption of modern engineering practices and tools.
Stakeholder Collaboration & Continuous Improvement
- Collaborate with the Head of IT Application to align technical delivery with business priorities and application strategy.
- Support business units in translating requirements into effective technical solutions.
- Work with vendors and technology partners to ensure successful implementation and support.
- Identify opportunities for automation, process improvement, and technology modernization.
- Develop and maintain application development policies, standards, and procedures.
Generic Responsibilities Team Management
- Provide day-to-day leadership and technical supervision for the application development team.
- Conduct technical coaching and mentoring sessions.
- Support recruitment, onboarding, and technical assessment of development resources.
- Identify skill gaps and establish development plans.
- Build cross-training and succession plans for critical systems and processes.
- Foster a culture of continuous learning and innovation.

- Promote secure software development practices.
- Ensure compliance with organizational security and data protection policies.
- Support digital initiatives that improve operational compliance and risk management.

- Develop and maintain application development policies, standards, and procedures.
- Ensure compliance with change management and release management frameworks.
- Maintain development documentation, technical standards, and coding guidelines.

Qualifications Experience
- Minimum 10 years of experience in software development and enterprise applications.
- Minimum 3 years in a technical leadership or team lead position.
- Proven experience in ERP solutions, enterprise applications, system integrations, and software delivery management.
Education and Certification
- Bachelor’s degree in computer science, Software Engineering, Computer Engineering, or related field.
- Master's Degree is a plus.
- Microsoft Power Platform certifications (Power Apps, Power Automate, Power BI, Solution Architect) are a plus
- PMP or Agile/Scrum Certification is a plus
Job Specific Skills
- Arabic and English language proficiency; French is a plus.

- Software architecture, solution design, and design patterns.
- ASP.NET / .NET Framework / .NET Core / C# development expertise.
- Experience with Microsoft Power Platform (Power Apps, Power Automate, Power BI), Copilot Studio, Azure AI Services, AI-assisted development tools, and AI-driven business process automation is highly desirable.
- SQL Server development, database design, and performance optimization.
- API design, systems integration, and microservices concepts.
- CI/CD, DevOps, source control (Git/GitHub), and release management practices.
- Software Development Life Cycle (SDLC), Agile delivery methodologies, and application governance.
- Application security, secure coding principles, and data protection best practices.
