Position Summary
The Roadworks Estimating Engineer supports overseas office in responding to a growing volume of roadworks and civil infrastructure tenders in its international market. Based in the Lebanon office, the role is responsible for producing accurate quantity take-offs, bills of quantities, and tender pricing support for road construction packages including pavements, earthworks, stormwater drainage, kerb and gutter, and associated civil works.
The successful candidate combines strong civil engineering fundamentals with a disciplined, detail-oriented approach to measurement and estimating, and works to overseas tender deadlines as an integrated extension of the international tendering team.
Key Responsibilities
Quantity Take-Off & Measurement
• Perform detailed quantity take-offs from civil design drawings, typical cross-sections, and specifications for roadworks packages, including earthworks (cut/fill), subgrade preparation, pavement layers (subbase, base, asphalt), and surfacing.
• Measure stormwater drainage networks pits, pipes (by class and diameter), headwalls, subsoil drainage, and connections to existing infrastructure.
• Measure kerb and gutter, medians, traffic islands, footpaths, driveways, retaining structures, line marking, signage, and street furniture.
• Prepare structured, auditable bills of quantities (BOQs) aligned with the tender schedule of rates and the applicable international measurement conventions.
• Identify discrepancies, ambiguities, or missing information in tender documentation and log RFIs for the overseas team to issue.
Tender & Estimating Support
• Review tender packages (drawings, specifications, geotechnical reports, and conditions of contract) and prepare scope summaries and quantity breakdowns for pricing.
• Assist in building first-pass cost estimates by applying rates, production factors, and crew/plant assumptions provided by the overseas estimating team.
• Prepare comparison schedules between tender BOQs and independently measured quantities, flagging material risks or opportunities.
• Support post-tender activities including clarifications, re-pricing of addenda, and value-engineering quantity checks.
Documentation, Coordination & Quality
• Maintain organized, version-controlled take-off files and estimating records on SharePoint in line with CET documentation standards.
• Coordinate with the overseas office during overlap hours; attend tender kick-off and review meetings via teams.
• Progressively build familiarity with the international standards and specifications relevant to roadworks applicable to the overseas market, with guidance from the overseas team.
• Contribute to the continuous improvement of CET's take-off templates, checklists, and estimating workflows.
Qualifications & Experience Required
Bachelor’s degree in civil engineering or a closely related discipline.
• 3–5 years of experience in roadworks, highways, or civil infrastructure projects in estimating, quantity surveying, site engineering, or a combination.
• Demonstrated ability to read and interpret civil drawings: plans, longitudinal sections, typical cross-sections, and drainage layouts.
• Strong working knowledge of quantity take-off from drawings, including earthworks volume calculations and pavement layer quantities.
• Advanced Microsoft Excel skills (structured BOQ workbooks, lookups, quantity roll-ups).
• Excellent written and spoken English; able to communicate clearly with an international engineering team.
• Desirable
• Experience with digital take-off tools such as Bluebeam Revu, Civil 3D, or similar.
• Prior exposure to international roadworks specifications and measurement standards (e.g., UK, Gulf, or similar).
• Familiarity with 12d Model or Civil 3D outputs (surfaces, volumes) as inputs to quantity checks.
• Experience working with a remote or offshore delivery team supporting an overseas office.

• Team orientation works as a seamless extension of the overseas estimating team across time zones.
Working Arrangements
• Based full-time at the CET Lebanon office (Zouk Mosbeh, Keserwan).
• Working hours structured to provide a daily overlap window with the overseas office's time zone for coordination and tender meetings.
• Peak workload is driven by tender submission dates; flexibility during close-out periods is expected and reciprocated.
