Summary
The Procurement Manager is responsible for overseeing SAWACO’s procurement activities and ensuring the timely and cost-effective acquisition of goods and services required for operations. The role is critical to maintaining a reliable supply chain, managing supplier relationships and ensuring compliance with procurement policies and applicable regulations.
Duties and Responsibilities
• Develop and implement procurement strategies aligned with SAWACO’s operational and financial objectives.
• Identify opportunities for cost savings and procurement-process improvements.
• Identify, evaluate and select suppliers based on quality, cost, reliability and delivery performance.
• Negotiate supplier contracts, commercial terms, payment terms and credit agreements.
• Manage the procurement of consumable materials, fittings, equipment, spare parts and other operational requirements.
• Oversee the complete procurement cycle from purchase requisition through purchase order, delivery and closure.
• Ensure the timely and accurate processing of purchase orders and contracts.
• Monitor procurement budgets and control costs without compromising quality or delivery.
• Manage supplier performance and resolve supply, quality and delivery issues.
• Ensure compliance with procurement policies, regulations and ethical standards.
• Identify and mitigate supply-chain and supplier-related risks.
• Lead, mentor and evaluate the procurement team and support their professional development.
• Coordinate with internal departments to understand and prioritize procurement requirements.
• Maintain accurate records of procurement activities, contracts and supplier performance.
• Prepare cost analyses and procurement reports for senior management.
• Manage international shipments and coordinate with freight forwarders and customs brokers.
• Ensure compliance with Saudi customs procedures, HS Codes and applicable SASO requirements.
• Use the SABER platform to register products and issue conformity certificates for international shipments.
• Handle relevant procedures through the FASAH platform.
• Support customs-duty exemption applications when required.
Skills
Required Experience and Qualifications
• Minimum 5–7 years of experience in procurement or supply-chain management.
• At least 5 years of experience in a Procurement Manager or equivalent managerial role.
• Experience in manufacturing, RO plants, water treatment, utilities, construction or another industrial environment is strongly preferred.
• At least 5 years of experience dealing with freight forwarders and customs brokers.
• Strong knowledge of Saudi customs procedures, international shipping and HS Codes.
• At least 5 years of practical SABER experience, including registering products and issuing Product and Shipment Conformity Certificates.
• Practical knowledge of the FASAH platform.
• Experience with customs-duty exemption applications is preferred.
• Strong knowledge of strategic sourcing, contract management, supplier relationship management and procurement best practices.
• Strong negotiation, leadership, analytical, communication and problem-solving skills.
• Experience using procurement and ERP systems such as SAP, Oracle or equivalent.
• Bachelor’s degree in Supply Chain Management, Business Administration, Industrial Engineering or a related field.
• A Master’s degree is preferred.
• Professional certifications such as CIPS or CPSM are an advantage.
• Native Arabic and excellent spoken and written English.
