VBC is Hiring | Talent Management – Section Head / Deputy Manager
Vaccines & Biotechnology City (VBC) is looking for an experienced and highly motivated Talent Management professional to join our HR team and contribute to building and strengthening our Talent Management, Organizational Development (OD), Learning & Development (L&D), Competency Management, and HR Governance practices.

Key Responsibilities Develop and implement Talent Management and OD initiatives aligned with VBC’s business strategy and workforce requirements. * Develop, implement, and maintain Competency Frameworks, including Core, Leadership, Functional, and Technical Competencies. * Conduct competency assessments and gap analyses and translate identified gaps into practical development actions. * Lead the Training Needs Analysis (TNA) process and contribute to the development and execution of the Annual Training Plan. * Design, coordinate, deliver, and evaluate Learning & Development programs and measure training effectiveness. * Personally deliver Soft Skills and Behavioral Training Programs for different employee and management levels. * Support Performance Management, Individual Development Plans (IDPs), Talent Reviews, Succession Planning, and Career Development initiatives. * Contribute to Organizational Development projects, including organization design, job profiles, career paths, and employee development initiatives. * Develop, draft, review, and implement HR Policies, SOPs, procedures, workflows, and related forms*, ensuring strong governance, standardization, and proper documentation. * Maintain accurate talent, competency, and training records and support HR reporting and people analytics.
Required Qualifications & Experience Relevant university degree. * Solid experience in Talent Management, Organizational Development and L&D at Section Head or Deputy Manager level, or readiness to step into this level. * Previous experience within a manufacturing environment is required. * Previous experience in Pharmaceutical, Biotechnology, or Vaccine manufacturing is highly preferred. * Proven hands-on experience in developing HR Policies, SOPs, procedures, workflows, and supporting documentation from scratch. * Strong practical experience in Competency Frameworks, TNA, Training, Performance Management, and Talent Development. * Proven ability to independently deliver professional Soft Skills Training. * Excellent command of English, both written and spoken. * Excellent business writing and documentation skills, particularly in drafting professional HR Policies and SOPs in English. * Strong presentation, facilitation, communication, and stakeholder-management skills. * Previous experience with SAP / SAP SuccessFactors is preferred. * Candidates residing in Obour City, 10th of Ramadan City, or East Cairo* are highly preferred.
