Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic an Omani candidate to work as Financial Conduct & Consumer Protection Associate/ Specialist.
Role Purpose:
Contribute to the supervision of financial institutions' conduct and promote fair, transparent treatment of customers. Assess conduct risk, analyze customer experience and the outcomes delivered by financial products and services, identify practices that may cause consumer harm or unfair outcomes, and recommend appropriate supervisory measures and remedial action.
Key Duties and Responsibilities:
- Conduct risk-based supervisory reviews and examinations covering financial conduct and consumer protection.
- Assess conduct governance frameworks, internal controls, and the effectiveness of senior management and board oversight of customer outcomes.
- Review the design of financial products and services, their target markets and distribution channels, and their suitability for customers' needs and characteristics.
- Assess the transparency and fairness of pricing practices, fees, commissions and penalties, and the value offered to customers.
- Review sales and advisory practices and incentive arrangements to identify risks of mis-selling, misleading sales practices and conflicts of interest.
- Assess whether disclosures, terms and conditions, advertisements and marketing materials are clear and enable customers to understand them and make informed financial decisions.
- Evaluate the quality of customer support and the customer journey across all channels, including support for customers in vulnerable circumstances or experiencing financial difficulties.
- Analyze customer experience and issues raised by customers to identify recurring patterns, indicators of consumer harm, and weaknesses in products, processes or practices.
- Assess the effectiveness of financial institutions in resolving customer issues fairly and promptly, including root cause analysis, corrective action and measures to prevent recurrence.
- Assess the appropriateness of remediation and compensation programs where practices or deficiencies have affected groups of customers.
- Use data on customer experience, interactions and recurring issues as sources of supervisory intelligence and early warning indicators.
- Assess conduct risks arising from digital channels, applications and emerging financial services, including the use of automation and artificial intelligence.
- Analyze data and conduct risk indicators to identify institutions, products or practices presenting elevated risks.
- Prepare supervisory findings and reports, recommend remediation plans, and monitor the implementation of corrective actions.
- Contribute to the development and updating of regulatory directives, policies and supervisory methodologies relating to financial conduct and consumer protection.
- Participate in supervisory meetings and coordinate with internal departments, financial institutions and other relevant stakeholders.
Minimum Qualifications and Experience:
- Bachelor's degree in accounting, law, business administration, risk management or a related discipline.
- Relevant professional experience, typically 3-5 years for the Specialist role. Senior Specialist experience requirement to be confirmed.
- Experience in banking supervision, compliance, risk management, audit, retail banking, consumer protection or regulatory policy is preferred.
- Professional certifications in compliance, risk management, audit or financial regulation are an advantage.
