SUMMARY:
The Bid & Proposals Lead owns day-to-day bid delivery and the development of persuasive, client-focused technical proposals for Facility Management tenders across Saudi Arabia. The role plans each bid, coordinates contributors, runs reviews and readiness checks, and independently writes proposals that turn technical inputs into a coherent, evidenced solution narrative. The Bid & Proposals Lead is the nominated deputy to the Bid Manager, KSA within defined delegated authority.
PRIMARY FUNCTIONS AND ESSENTIAL RESPONSIBILITIES:
- Plan and manage each bid from receipt to submission: programmed, contributor assignments, review gates and submission readiness.
- Independently write technical proposals, method statements, executive summaries and responses to evaluation criteria.
- Translate technical and operational inputs into a coherent solution narrative with evidence and clear differentiators.
- Analyse tender documents, build the compliance matrix and confirm every requirement is answered in the format required.
- Lead kick-off, storyboard and review meetings; challenge contributors on content, feasibility and deadlines.
- Coordinate inputs from Operations, HSE, Quality, HR, Finance and Estimating; specialists remain accountable for the accuracy of their own inputs.
- Prepare clarification questions and post-tender technical clarification responses with the Bid Manager, KSA.
- Ensure proposals are compliant, consistent and to the department's quality standard before final approval by the Bid Manager, KSA.
- Maintain the proposal content library, case studies, CVs and standard responses with the Document Controller.
- Act as nominated deputy for the Bid Manager, KSA during absence, within defined delegated authority.
- Capture lessons learned and client feedback after each submission; support presentations and site visits as required.

QUALIFICATIONS
Education / Certification / Knowledge:
- Bachelor's degree in engineering, Facilities Management, Business, English or a related discipline.
- APMP Foundation or Practitioner certification, or equivalent bid and proposal qualification, is preferred.
- Good working knowledge of FM service delivery models, service level and KPI frameworks, and CAFM systems.
Experience:
- 7–10 years in bid management or proposal writing, including at least 5 years in Facility Management or a related services sector.
- Proven record of independently authoring successful technical proposals for large, multi-service tenders.
- Direct bid or delivery experience in at least one of the following: data center facilities; large-scale operations and maintenance contracts; or large-scale or multi-site integrated FM contracts at regional level.
- Experience of public and private sector procurement in Saudi Arabia, including client e-procurement portals, is highly preferred.
Skills/Abilities:
- Exceptional written English and technical storytelling: able to make a complex solution clear, credible and persuasive.
- The experience and confidence to challenge senior contributors and drive deadlines.
- Structured planning and organization across several concurrent bids.
- Advanced Microsoft Word and PowerPoint; competent Microsoft Excel.
- Attention to detail and composure under submission deadlines; Arabic is an advantage.
WORK ENVIRONMENT
- Office-based, with occasional travel throughout KSA and client sites for site visits, clarification meetings and presentations; extended hours during tender submission periods.
REQUIRED PHYSICAL ABILITIES
- Ability to use computers for extended periods and to attend site visits, including walking through facilities and plant areas.
- Adequate hearing and verbal communication abilities to interact effectively with clients, consultants and project teams.
