Job Requisition – Site Civil Engineer

- Project Experience: Must have experience working on Saudi Electricity Company (SEC) projects or equivalent electrical utility/infrastructure projects.
Position Summary
We are seeking an experienced Site Civil Engineer to oversee and coordinate civil construction activities at project sites in Riyadh. The successful candidate will have strong site execution experience, excellent knowledge of civil works, and proven experience working on SEC projects, preferably involving substations, transmission/distribution facilities, underground utilities, or related electrical infrastructure. The engineer will be responsible for ensuring that civil works are executed safely, efficiently, and in accordance with approved drawings, specifications, project schedules, quality standards, and SEC requirements.
Responsibilities
- Supervise and manage day-to-day civil construction activities at the project site.
- Coordinate civil works for SEC substations, transmission/distribution facilities, utility infrastructure, and associated works.
- Review IFC drawings, specifications, method statements, and project requirements before execution.
- Ensure construction activities comply with approved drawings, specifications, applicable standards, and SEC requirements.
- Coordinate with project managers, construction managers, electrical engineers, consultants, subcontractors, and SEC representatives.
- Monitor site progress and ensure civil activities are completed according to the approved project schedule.
- Supervise activities including:
- Excavation and backfilling
- Foundations and reinforced concrete works
- Equipment foundations
- Cable trenches and duct banks
- Manholes and underground utilities
- Roads, paving, and hardstanding areas
- Boundary walls and fencing
- Drainage systems
- Structural and architectural civil works
- Earthing-related civil works
- Conduct site inspections and verify that construction is performed according to approved drawings and specifications.
- Coordinate with QA/QC personnel for inspections, testing, and approval of civil works.
- Prepare and review RFIs, MIRs, WIRs, method statements, inspection requests, and other project documentation.
- Monitor subcontractors and ensure proper manpower, materials, equipment, and resources are available.
- Identify site issues, technical discrepancies, and construction constraints and coordinate appropriate solutions.
- Maintain daily site reports, progress records, and relevant construction documentation.
- Support quantity verification, measurement, and preparation of progress claims where required.
- Ensure compliance with project HSE requirements and participate in site safety meetings and inspections.
- Attend coordination meetings with clients, consultants, subcontractors, and project teams.
- Ensure proper closeout of civil works, including punch-list clearance, as-built drawings, testing documentation, and handover requirements.
Qualifications
- Bachelor's degree in Civil Engineering from a recognized university.
- Minimum 5–8 years of relevant civil construction experience.
- Proven experience in SEC projects is mandatory/preferred, depending on project requirements.
- Experience in electrical utility, substation, transmission, distribution, or infrastructure projects is highly desirable.
- Strong knowledge of reinforced concrete, foundations, excavation, backfilling, roads, drainage, trenches, duct banks, and underground utilities.
- Good understanding of construction drawings, specifications, BOQs, and method statements.
- Experience working with consultants, clients, subcontractors, and utility authorities.
- Strong knowledge of construction quality and HSE requirements.
- Proficiency in AutoCAD and Microsoft Office.
- Good communication and coordination skills.
- Ability to work independently at a project site and manage multiple civil activities simultaneously.

- Saudi Council of Engineers (SCE) membership/registration.
- Relevant HSE certification such as OSHA, NEBOSH, or equivalent is an advantage.
- Any additional construction/project management certification is an advantage.
