Project Manager – Facilities Management
We are seeking an experienced Project Manager – Facilities Management to lead the delivery of complex Operations & Maintenance (O&M) and Facilities Management services, with a strong preference for candidates from industrial and large-scale facilities environments.
The successful candidate will take overall responsibility for project performance, technical service delivery, maintenance operations, HSE compliance, client management, commercial performance, subcontractors, manpower, and achievement of contractual SLA/KPI requirements.
Key Responsibilities
- Lead the overall delivery of Facilities Management and O&M services, covering HVAC, electrical, plumbing, mechanical systems, lifts, building infrastructure, and associated facility systems.
- Manage multidisciplinary teams of engineers, supervisors, technicians, subcontractors, and service providers.
- Develop and implement preventive, predictive, and corrective maintenance strategies aligned with contractual requirements and client objectives.
- Ensure maintenance activities achieve required SLA, KPI, PPM compliance, quality, safety, and response-time targets.
- Establish clear ownership and accountability for work orders, maintenance activities, and operational deliverables.
- Manage CAFM/CMMS systems, including work orders, asset records, maintenance history, performance monitoring, and reporting.
- Maintain asset registers and oversee asset condition assessments, lifecycle planning, replacement planning, and resource allocation.
- Lead project HSE/EHSS compliance, including risk assessments, risk registers, PTW, LOTO, JSA, method statements, toolbox talks, incident investigation, RCA, and contractor safety compliance.
- Develop and maintain operational documentation including SOPs, maintenance plans, operational plans, procedures, and technical reports.
- Ensure compliance with applicable regulatory requirements, technical standards, company procedures, client requirements, and project scope of work.
- Manage subcontractors and vendors, including technical capability assessments, documentation verification, performance monitoring, quotations, technical evaluations, and commercial comparisons.
- Manage service contracts, variation orders, additional works, BOQs, technical evaluations, productivity, resources, and subcontractor performance.
- Review invoices against completed works and contractual requirements.
- Lead client and end-user communication as the primary operational contact for maintenance and FM-related matters.
- Handle escalations, complaints, service issues, priorities, timelines, and operational conflicts while maintaining strong client relationships.
- Manage project budgets including OPEX/CAPEX planning, forecasting, cost monitoring, procurement planning, resource planning, and cost optimization.
- Monitor project commitments, variations, monthly invoicing, payment follow-up, and recovery actions where required.
- Support energy efficiency, sustainability, waste reduction, and environmental performance initiatives.
- Develop emergency preparedness and business-continuity arrangements for equipment failures, utility interruptions, fire events, and other operational emergencies.
- Monitor customer/end-user satisfaction and continuously improve service quality and operational performance.
Qualifications & Experience
- Bachelor's Degree in Mechanical, Electrical, or Civil Engineering.
- Minimum 15 years of relevant professional experience.
- Strong experience within Saudi Arabia and/or the GCC is highly preferred.
- Demonstrated experience managing industrial facilities, large-scale FM contracts, or complex O&M environments is strongly preferred.
- Strong technical understanding of building and facility systems including HVAC, electrical, mechanical, plumbing, and associated infrastructure.
- Proven experience managing large multidisciplinary technical teams.
- Strong knowledge of HSE/EHSS practices, including PTW, LOTO, risk assessment, JSA, method statements, and RCA.
- Strong understanding of SLA/KPI management, PPM compliance, asset management, lifecycle planning, and FM performance reporting.
- Experience with CAFM/CMMS platforms.
- Strong commercial understanding of budgets, contracts, variations, procurement, vendor management, and subcontractor administration.
- Strong client-management, negotiation, decision-making, conflict-resolution, and leadership capabilities.
- Good to very good English communication skills; Arabic capability is an advantage.
- Proficiency in Microsoft Office.
- AutoCAD knowledge is preferred.
- Saudi Council of Engineers registration, where applicable.
- Valid authorization to work in Saudi Arabia.

Professional certifications such as the following will be considered an advantage:
- PMP – Project Management Professional
- CFM – Certified Facility Manager
- IFMA certifications
- Other relevant Facilities Management, Engineering, HSE, or Project Management certifications
