Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic candidate to work as Executive Auditor.
Role Purpose:
Responsible for independently planning, executing and supporting the review of complex financial and investment-related audit assignments across the Central Bank.
The role will provide experienced assurance over financial reporting, accounting operations, investments and reserve management, treasury operations, financial controls, asset management and related financial processes, with particular focus on the accuracy and integrity of financial information, compliance with applicable accounting standards and policies, adequacy of internal controls, safeguarding of assets and effective management of financial risks.
The Executive Auditor will also provide technical guidance, review and mentoring to other auditors on financial and investment audit assignments.
Key Roles and Responsibilities:
- Support the development and implementation of the risk-based Financial Audit Plan and conduct financial and investment risk assessments.
- Lead and perform audits of financial statements, accounting processes and financial controls, including compliance with IFRS and internal policies.
- Audit investment, reserve management and treasury activities, including portfolio management, investment limits, trade execution, settlement, custody, valuation, performance reporting and reconciliations.
- Assess the effectiveness of front-, middle- and back-office controls, segregation of duties, approvals, limit monitoring and exception management.
- Evaluate the design and operating effectiveness of financial and investment internal controls and identify control gaps, risks and process improvement opportunities.
- Perform audit testing, analytical reviews and data analysis, and maintain sufficient and appropriate audit evidence and working papers.
- Prepare clear and well-supported audit observations, root cause analysis, risk implications and practical recommendations.
- Review and discuss audit findings with stakeholders and contribute to reports for Internal Audit Management, Executive Management and the Audit Committee, as applicable.
- Apply data analytics and continuous auditing techniques to identify unusual transactions, trends, exceptions and emerging risks.
- Provide technical guidance, working-paper review, mentoring and knowledge transfer to other auditors in financial, accounting and investment audit areas.
- Monitor and validate implementation of agreed audit recommendations and undertake special reviews, investigations and ad hoc assignments as required.
- Follow all relevant finance audit policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner
- Any other responsibility allocated by the CBO executive management from time to time by formal charters/ TORs or otherwise
Minimum Qualifications and Experience :
- Bachelors in Accounting/ Finance.
- Desirable Qualifications Master’s degree in Accounting, Finance, Auditing
- A recognized professional qualification is strongly preferred: ACCA, CPA, CA, CIA, CFA, CMA
Other equivalent internationally recognized professional qualifications.
- 8-12 years of experience with at least 5 years of direct financial audit experience is preferred.
- Demonstrated experience in auditing or reviewing financial statements, financial reporting processes and internal financial and investment controls.
- Candidates with combined financial audit and investment/treasury audit experience will be particularly relevant for the role.
- Experience in financial auditing, accounting or financial control, preferably within a bank, central bank or regulated financial institution.
- Exposure to investment, treasury, reserve management or financial markets is highly desirable.
- Practical experience in reviewing financial statements, IFRS compliance, reconciliations, valuations and internal controls.
- Experience with investment operations, including trade processing, settlement, custody, portfolio reporting or performance monitoring, will be an advantage.
- Exposure to data analytics, audit tools or automated financial review techniques is desirable.
- Experience with a major audit firm, central bank, commercial bank or investment institution will be considered an added advantage.
