Designation: Specialist – Budgeting and Financial Planning
Office Location: Abu Dhabi (DOF Office)
Position description: Prepare, analyze, and consolidate the components of the annual DoF budget, ensuring compliance with official guidelines, accuracy of financial assumptions, and timely coordination with all organizational units.
Primary Responsibilities:
- Prepare detailed annual budget submissions for organizational units by gathering, validating, and analyzing inputs covering employee services expenses, operational and capital expenditures, and revenues, ensuring alignment with budget guidelines and timelines.
- Coordinate closely with organizational units to ensure timely submission of budgeting requirements, providing clarifications and guidance to maintain accuracy and compliance.
- Review and analyze budget submissions to identify inconsistencies, errors, or misalignments with approved ceilings, and recommend necessary adjustments to support informed decision‑making.
- Consolidate all approved inputs into unified budget files and ensure that assumptions, justifications, and calculations are properly documented and retained for future reference.
- Implement approved budget amendments such as transfers, additions, and reallocations, ensuring they are reflected accurately in budget records and communicated to relevant units.
- Monitor budget execution by tracking expenditures against approved ceilings and escalating significant variances or risks to the Senior Manager.
- Prepare supporting schedules, data extractions, and initial analysis for periodic budget reports, ensuring accuracy and timeliness.
- Maintain accurate documentation throughout the budgeting cycle to ensure transparency, audit readiness, and continuity of information.
- Support continuous improvement by identifying challenges in data collection or analysis processes and recommending appropriate enhancements.
- Provide support to the line manager and perform any additional related tasks as required.
Experience and Qualifications
- Preferable to have 3 to 6 years of experience in a similar field/position.
- Bachelor's degree or higher, in accounting or equivalent in a similar specialty that is appropriate for the job duties.
- A Certified Management Accountant (CMA) or equivalent is preferred.
