Overall Role PurposeThe Senior Aviation Security Manager is the designated Airline Security Postholder responsible for the development, implementation, maintenance and continuous improvement of the aviation security framework across the Middle East and Africa region. This role ensures full compliance with all applicable National Civil Aviation Security Programmes (NCASP), ICAO Annex 17 requirements, Airline Security Programmes, IOSA Standards, ACC3 requirements and all relevant aviation security regulations issued by National Civil Aviation Authorities.
The postholder is accountable for protecting aircraft, personnel, cargo, mail, facilities, aviation infrastructure, information and corporate reputation through effective security governance, regulatory compliance, risk management, threat intelligence, security assurance, fitness-for-duty oversight and crisis management. The role acts as the principal liaison with Civil Aviation Authorities, Airport Authorities, Security Agencies, Law Enforcement Agencies and key stakeholders regarding all aviation security matters.
In addition, the role provides strategic oversight for aviation security requirements relating to maintenance hangars, engineering facilities, cargo infrastructure and associated capital development projects, ensuring security principles are incorporated throughout the facility lifecycle from initial design through operational operation.
Your Tasks:Aviation Security Governance & Regulatory Compliance* Act as the designated Airline Security Postholder and Aviation Security Manager.
* Maintain and administer the Airline Security Programme and all supporting security manuals, procedures and instructions.

- Monitor emerging regulatory requirements and ensure timely implementation.
- Act as primary liaison with regulatory authorities on all aviation security matters.

Security Risk Management
- * Develop and maintain an Aviation Security Risk Management Framework.
- Conduct threat, vulnerability and risk assessments across all airline operations.
- Monitor geopolitical, terrorism, organised crime, insider threat and emerging security risks.
- Provide risk assessments and security briefings to senior leadership.
- Ensure security mitigations remain proportionate to identified threats and operational risks.
- Support strategic decision-making through intelligence-led risk analysis.
- Maintain security risk registers and monitor effectiveness of risk treatment plans
Security Assurance & Oversight
- * Develop and manage the regional Aviation Security Audit Programme.
- Conduct security audits and inspections across all operational locations.
- Audit internal departments, service providers, cargo facilities and operational partners.
- Analyse audit findings, identify trends and implement corrective actions.
- Conduct investigations into aviation security incidents, breaches and security concerns.
- Produce regular security performance reports and management information.
- Monitor and report key security performance indicators.
Cargo Security Management
- * Ensure compliance with ACC3 requirements and secure supply chain standards.
- Maintain effective cargo security policies, procedures and screening oversight.
- Oversee regulated agents, known consignors and contracted service providers.
- Ensure effective chain-of-custody controls throughout the cargo network.
- Conduct assessments and oversight activities relating to cargo security operations.
- Monitor emerging cargo security threats and implement appropriate controls.
- Support continued compliance with international and local cargo security regulations.
Aircraft & Flight Operations Security
- * Ensure protection of aircraft against acts of unlawful interference.
- Oversee aircraft security checks and aircraft security searches.
- Ensure robust aircraft access control measures are maintained.
- Verify implementation of security procedures during aircraft turnaround activities.
- Provide oversight of security measures during elevated threat levels and contingency operations.
- Ensure compliance with all airline operational security requirements.
Facility Security Design & Development* Act as Aviation Security representative for all aviation infrastructure projects.
* Ensure Security by Design principles are incorporated within project planning, design, construction and operational readiness activities.

Construction Security Management
- * Develop and maintain construction security plans for aviation infrastructure projects.

- Oversee security of construction compounds, temporary facilities and project equipment.
- Conduct inspections and audits to verify compliance with project security requirements.
- Identify and mitigate security vulnerabilities created by construction activities.
Maintenance Hangar & Engineering Security* Develop and maintain security procedures for aircraft maintenance facilities and engineering operations.
* Ensure effective physical security arrangements are maintained within maintenance hangars and technical facilities.

- Ensure effective controls exist to prevent theft, sabotage, tampering or unauthorised access.
- Protect aircraft, engines, avionics, tooling, technical records and critical spare parts.
- Establish inventory protection and asset tracking controls.
- Investigate security incidents involving aviation assets and infrastructure.
Insider Threat Management
- * Develop and maintain an Insider Threat Management Programme.
- Identify and assess insider threat risks affecting airline operations.
- Promote security awareness and reporting programmes across operational and engineering environments.
- Implement enhanced controls for personnel with access to critical infrastructure and aircraft systems.
- Coordinate insider threat mitigation activities with Human Resources, Compliance and Operational Management.
Drug & Alcohol Programme Management* Develop, implement, maintain and continuously improve the Company's Drug & Alcohol Management Programme in accordance with applicable aviation regulations, company policies and industry best practice.
* Ensure compliance with all applicable Civil Aviation Authority, occupational health, employment law and corporate governance requirements relating to substance misuse prevention and fitness-for-duty programmes.
* Act as the functional owner for Drug & Alcohol governance applicable to safety-sensitive and security-sensitive personnel across airline operations, engineering, maintenance, cargo operations and aviation infrastructure activities.

- Ensure appropriate controls are established for employees, contractors, vendors and service providers performing safety-critical, security-critical or airside duties.

- Ensure contractor organisations working within maintenance hangars, engineering facilities, cargo facilities and construction projects maintain equivalent fitness-for-duty controls where contractually required.
- Monitor programme effectiveness through testing outcomes, trend analysis, audits and compliance reviews.
- Coordinate investigations relating to suspected substance misuse where aviation safety, security or operational integrity may be affected.
- Support incident investigations where drug or alcohol impairment may be considered a contributing factor.
- Maintain strict confidentiality, data protection and medical privacy requirements relating to testing records and programme administration.
- Promote employee awareness programmes supporting fitness-for-duty, personal accountability and responsible workplace behaviours.

Your Profile:Essential
- * Minimum 10 years aviation security experience.
- Minimum 5 years management experience within airline, airport, cargo, military aviation or aviation support environments.
