The Cost Control and Quantity Surveyor Engineer will be responsible for the commercial and cost management of the port construction project, ensuring works are accurately measured, valued, and certified, and that project costs are controlled and reported against budget throughout the project lifecycle.
Key Responsibilities
- Set up and maintain the project cost control system, tracking committed, actual, and forecast costs against the approved budget by work package/cost code.
- Carry out quantity take-offs and measurement of completed works on site, in line with drawings, BOQ, and contract documents.
- Coordinate and attend joint measurement/inspection walks with the client's consultant to verify and agree quantities prior to certification.
- Compile and issue the monthly Interim Payment Certificate (IPC), ensuring all executed works are included and all quantities are validated and approved by the consultant engineer before submission.
- Reconcile material quantities ordered/purchased against quantities delivered and installed on site, identifying and reporting any surplus, shortage, or wastage.
- Prepare and issue cost reports (cost-to-date, cost-to-complete, cost variance analysis) on a weekly and monthly basis for the PM and client.
- Evaluate and price variation orders and change requests, and track their status through approval and incorporation into the budget/IPC.
- Analyze cost trends and forecast final project cost, flagging overruns and their root causes to the PM/CM with recommended corrective actions.
- Verify subcontractor and supplier invoices against measured/certified quantities before approval for payment.
- Maintain a cost/commercial risk register and contribute to contingency management.
- Support the preparation of claims (cost quantum) and EOT documentation where schedule delays have cost implications.
- Participate in progress and commercial review meetings, presenting cost status and forecasts.
- Prepare the final account and reconciliation statement at project completion/close-out.
Experience Required
- Minimum 10 years of overall experience in cost control, quantity surveying, or commercial management on construction projects.
- Direct experience in port, marine, or heavy civil infrastructure works (required).
- Proven track record preparing and processing Interim Payment Certificates (IPCs) on projects of similar scale.
- Hands-on experience in site measurement and quantity verification jointly with client/consultant representatives.
- Experience evaluating, pricing, and negotiating variation orders.
- Experience reconciling procurement/material orders against site consumption and installed quantities.
- Experience preparing cost reports, forecasts, and final accounts.
- Prior experience working in Africa or similar developing-market/remote-site environments (preferred).
Education & Technical Requirements
- Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
- Strong command of BOQ-based measurement, cost control principles, and contract administration.
- Proficiency in cost/QS software and advanced Excel; familiarity with ERP or cost management systems is a plus.
