CEO – Downstream Oil & Gas

The CEO provides enterprise leadership of the downstream oil and gas business, with full accountability for refining, marketing, trading, distribution, and retail operations across domestic and international markets. The role stewards margin optimization, supply reliability, capital discipline, and regulatory compliance, ensuring commercially competitive, efficient, and sustainable downstream operations aligned with long‑term business objectives.
Responsibilities
- Define and execute the downstream strategy across refining, marketing, trading, and distribution to maximize margins and business value. Lead enterprise‑level decisions that balance manufacturing performance, market demand, pricing dynamics, and long‑term competitiveness.
- Oversee refinery operations to ensure optimal yields, cost efficiency, availability, and compliance with product specifications. Drive operational excellence through asset reliability, efficiency initiatives, and disciplined performance management across downstream manufacturing assets.
- Provide executive leadership over product marketing, trading, pricing, and sales strategies to optimize revenue and market positioning. Ensure disciplined management of commercial exposure, price volatility, and margin risk across wholesale, retail, and trading activities.
- Ensure reliable and efficient movement of products across terminals, pipelines, depots, logistics networks, and customer channels. Maintain supply continuity, inventory optimization, and service performance across all downstream markets.
- Drive customer‑centric strategies that strengthen brand positioning, retail performance, and channel effectiveness. Align customer propositions and distribution models with evolving market expectations and competitive dynamics.
- Exercise authority over downstream capital investment and cost management to support margin growth, operational resilience, and network optimization. Ensure disciplined evaluation, prioritization, and execution of downstream capital programmes.
- Set enterprise standards for environmental performance, product quality, and regulatory compliance across downstream operations. Maintain oversight of emissions control, fuel specifications, and assurance processes that protect licence to operate.
- Lead downstream governance, risk management, and assurance frameworks to ensure transparent reporting, strong controls, and accountable performance. Ensure downstream operations meet internal standards and external compliance obligations.
Requirements
- Bachelor’s Degree in Engineering, Business Administration, Economics, or a related discipline relevant to refining, manufacturing, or commercial operations.
- Master’s Degree in Business Administration (MBA), Energy Management, or a related field supporting enterprise leadership and strategic decision‑making.
- Professional Certifications / Executive Credentials in areas such as refining operations, trading, supply chain management, risk management, or corporate governance are advantageous.
- Extensive Executive Experience leading large‑scale downstream oil and gas businesses with full P&L and capital accountability.
- Proven Track Record across refining, marketing, trading, distribution, or retail operations within complex, multi‑market environments.
- Senior Leadership Exposure managing executive teams, Boards, and external stakeholders at enterprise level.
This is a permanent role based in Doha, Qatar.
