Role Purpose
Manage all government relations, immigration, licensing, and administrative work for Qatar operations. Keep every employee, branch, and company document valid, compliant, and renewed on time.
Key Responsibilities
Government Relations & Immigration
- Process work visas, entry permits, Residence Permits (QID) and renewals through the Ministry of Interior (Metrash2) and the Ministry of Labour.
- Coordinate Qatar Visa Centre (QVC) appointments, medical tests, and biometrics for new joiners.
- Handle work permit applications, contract attestation, and approvals from the Ministry of Labour.
- Process exit, cancellation, transfer (change of employer), and absconding cases as required.
- Arrange family visas, visit visas, and business visas when approved.
Company & Branch Licensing
- Renew and maintain the Commercial Registration (CR), Establishment ID (Computer Card), trade licences, and Municipality (Baladiya) licences for all outlets.
- Obtain and renew Civil Defence approvals, signage permits, and other permits for new and existing shops.
- Liaise with mall management on shop fit-out permits, access passes, and compliance requirements.
- Coordinate with MoCI on product and trade compliance issues.
Compliance & Records
- Maintain an expiry tracker for all QIDs, passports, work permits, licences, vehicle registrations, and insurance policies, and escalate items 60 days before expiry.
- Support WPS payroll compliance and resolve Ministry of Labour queries.
- Keep physical and digital employee and company document files current and audit-ready.
- Track government fees and fines, and submit monthly PRO expense reconciliations.
Administration
- Handle vehicle registration (Istimara), renewals, insurance, and traffic violations.
- Coordinate office and branch supplies, utilities (Kahramaa, Ooredoo/Vodafone), and vendor contracts.
- Support onboarding logistics for new joiners, including airport pickup, accommodation, and medicals.
- Carry out other administrative duties as assigned.
Requirements
- 3–5 years of PRO experience in Qatar, preferably in retail or multi-branch operations.
- Hands-on knowledge of MoI, MoL, MoCI, Baladiya, and QVC procedures and portals.
- Fluent Arabic and English, spoken and written. Arabic is essential.
- Valid Qatari driving licence.
- Transferable Qatar residency (NOC available) preferred.
- Organised, discreet, and able to handle multiple government files at the same time.
- Proficient in MS Office (Excel for trackers).
Preferred
- Established working relationships with government departments.
- Experience opening new retail outlets or mall branches in Qatar.
