To prepare accurate, competitive and technically compliant MEP tender estimates and bid
submissions by analysing tender documents, obtaining vendor and subcontractor pricing, and
supporting commercial negotiations through to project award and handover to the project and
procurement teams.
KEY RESPONSIBILITIES
Tender Study and Analysis
• Study tender documents, including drawings, project specifications, BOQ, scope of work, contract
details and conditions.
• Prepare the tender study report by analyzing the scope of work.
• Prepare technical clarifications to the client on discrepancies identified in the tender documents,
and incorporate the changes after the client's response.
• Participate in pre-tender meetings and site visits, and prepare site visit reports to analyze the
project scope of work.
Estimation and Costing
• Prepare the BOQ and quantity take-offs.
• Implement the tender strategy as communicated by the Proposals / Estimation Manager.
• Liaise with the construction / operations team to establish execution and method statements, and
reflect them in the estimate.
• Establish the direct cost resources required to execute the various activities.
• Prepare man-hour calculations for the various activities.
Vendor and Subcontractor Management
• Send enquiries to the procurement team, vendors and subcontractors to obtain competitive
quotations.
• Analyze vendor technical and commercial offers against project specifications and applicable
standards.
• Prepare comparative statements to select the most appropriate vendors and subcontractors.
• Prepare vendor cost comparative study reports to support the financial selection of vendors /
subcontractors and pricing.
Bid Preparation and Submission
• Prepare the required bid documents, including commercial and technical submittals.
• Collect vendors' technical data sheets, specifications and drawings, and compile them in line with
the tender documents for the technical bid submission.
Post-Tender Activities
• Coordinate and prepare post-tender technical and commercial clarifications.
• Coordinate with vendors on post-tender clarifications and technical qualifications.
• Assist management in post-tender commercial negotiations with the client and vendors to reach
competitive pricing.
• Assist the project and procurement teams after award and during the initial phase of the project.
QUALIFICATIONS AND EXPERIENCE
• Bachelor's degree in Mechanical, Electrical or a related Engineering discipline.
• 10 years MEP estimation experience with minimum 5 years in the UAE / GCC.
• Proven experience in tendering for MEP contracting projects.
