Job Purpose:
The International Operations Business Partner is responsible for coordinating the day-to-day operational, administrative, compliance, and reporting requirements of Dubai Chambers international offices.
The role works closely with international offices, headquarters, government authorities, professional advisers, and service providers to ensure operational requirements, documentation, renewals, and follow-up actions are completed accurately and within required timelines. The position also supports office establishment, operational projects, risk monitoring, cost tracking, and office restructuring or closure activities.
Key Responsibilities:
International Office Operations
- Support the establishment of new international offices by coordinating registrations, licenses, permits, banking arrangements, office setup, and other operational requirements.
- Coordinate day-to-day operational and administrative requirements for assigned international offices.
- Maintain accurate office records, licenses, permits, contracts, policies, and supporting documentation.
- Follow up with international offices and headquarters on outstanding operational actions and requirements.
- Support implementation of operational procedures and controls across assigned offices.
Compliance & Regulatory & Coordination
- Track legal, regulatory, licensing, corporate, and other operational compliance requirements.
- Maintain compliance calendars and monitor deadlines for registrations, licenses, permits, renewals, filings, and required reports.
- Coordinate required documentation and follow-up actions with government authorities, law firms, professional advisers, and relevant internal departments.
- Maintain accurate compliance records and supporting documentation.
- Support audits, inspections, reviews, and corrective-action activities.
- Escalate overdue, complex, or high-risk compliance matters to the Senior Business Partner.
External Adviser & Service Provider Coordination
- Coordinate day-to-day requirements with law firms, professional advisers, banks, landlords, consultants, suppliers, and service providers.
- Follow up on documentation, contractual deliverables, renewals, invoices, and outstanding actions.
- Maintain accurate records of contracts, service providers, and relevant operational arrangements.
- Monitor agreed service requirements and escalate delays or performance issues to the Senior Business Partner.
Cross-Functional Coordination
- Coordinate operational requirements between international offices and headquarters.
- Work with Finance, Human Resources, Information Technology, Legal, Procurement, and other departments to complete international office requirements.
- Coordinate with Human Resources on employee-related operational matters, including onboarding, visas, work permits, and local administrative requirements.
- Support coordination of workplace, lease, and office-related requirements with relevant teams and service providers.
- Follow up on cross-functional actions and ensure responsible stakeholders are kept informed of deadlines.
Budget & Operational Monitoring
- Monitor office expenses, procurement requirements, payments, and administrative costs against approved budgets.
- Maintain budget and cost trackers and highlight significant variances or outstanding items.
- Coordinate invoices, payment requests, procurement requirements, and supporting documentation with Finance and Procurement.
- Maintain accurate records of operational commitments and expenditure.
Risk & Issue Monitoring
- Identify operational, regulatory, compliance, financial, and service-related issues affecting assigned international offices.
- Maintain risk and action registers and track agreed mitigation measures.
- Follow up with responsible stakeholders on outstanding actions.
- Escalate significant or unresolved risks and operational issues to the Senior Business Partner.
Reporting & Records
- Prepare operational, compliance, financial, risk, and performance reports.
- Maintain operational trackers, compliance calendars, risk registers, and management information.
- Verify that information received from international offices is complete and submitted within required timelines.
- Highlight overdue actions, risks, budget variances, and compliance matters requiring attention.
- Maintain standard operating procedures, operational guidelines, templates, and trackers.
- Identify opportunities to improve efficiency, strengthen controls, reduce administrative costs, and standardize processes.
- Support implementation of operational systems, procedures, and process improvements.
- Perform other duties assigned by the Manager.
Qualifications & Experience
- Bachelor’s degree in Business Administration, International Business, Management, Law, Finance, Compliance, or a related field.
- Professional qualifications in operations, compliance, project management, risk management, or corporate administration are an advantage.
- Good understanding of international operations, office administration, compliance, contracts, budgeting, and operational reporting.
- 4–6 years of relevant professional experience in international operations, office administration, corporate services, legal operations, compliance, or a related field.
- Experience supporting operations across multiple countries or jurisdictions.
- Experience supporting international office establishment, relocation, restructuring, or closure activities.
- Experience coordinating with government authorities, law firms, professional advisers, banks, landlords, and service providers.
- Experience maintaining operational reports, compliance trackers, budgets, contracts, and action registers.
