Job Role:
The purpose of the Operations Manager - Third-Party Inspection (TPI) position is to manage and coordinate the operational activities of the business unit, ensuring the effective delivery of inspection services in line with required quality, cost, safety and project timelines.
The Operations Manager is responsible for the overall planning, resourcing, management and delivery of Third-Party Inspection (TPI) services, including Source Inspection and Site Inspection activities across onshore and offshore Oil & Gas projects.
Responsibilities:
MANAGEMENT / DEVELOPMENT / NETWORK:
- Manage and supervise the Unit’s operational activities, ensuring effective planning, resource allocation, service delivery and regular monitoring of operational and financial performance.
- Drive the development of the Unit’s revenue by coordinating commercial and technical activities, identifying new business opportunities and supporting the preparation of technical and financial proposals for clients and prospects.
- Represent the company as the key operational contact with clients, subcontractors and relevant stakeholders, acting as the final focal point for TPI activities with ADNOC / other clients and ensuring proactive management of client requirements and expectations.
- Coordinate and oversee TPI and technical inspection activities, including Source and Site Inspection, NDT, Pressure, Mechanical, Electrical, Lifting, Technical Assistance and Auditing, ensuring compliance with contractual, technical, quality, HSE and scheduling requirements.
- Create synergies across the Perimeter and the Group by developing new areas of activity, leveraging expertise across Business Units and acting as the interface with the Technical Department.
PROJECT MANAGEMENT
- Manage the overall delivery of ADNOC TPI activities, from initial planning and resource allocation through execution, monitoring and project close-out, ensuring contractual and operational requirements are consistently met.
- Plan, coordinate and monitor multiple concurrent inspection assignments and projects, ensuring appropriate resources are allocated and activities are completed within agreed timelines.
- Monitor project schedules, KPIs, deliverables and overall operational performance, proactively identifying potential delays or resource constraints and implementing corrective actions where required.
- Act as the primary operational point of contact for ADNOC Offshore Focal Persons, maintaining continuous and proactive communication on day-to-day project requirements, priorities, inspection activities and operational matters.
- Attend coordination, progress and review meetings with ADNOC and other project stakeholders, provide regular inspection progress updates, respond promptly to client queries, and address or escalate concerns and operational issues as required.
- Ensure ADNOC instructions, project requirements and operational priorities are accurately communicated to Project Coordinators, Inspectors and relevant internal stakeholders and effectively implemented.
- Coordinate the timely execution of Source Inspection activities at manufacturer, vendor and fabrication facilities within the UAE and worldwide, ensuring alignment with inspection requests and project schedules.
- Coordinate Site Inspection activities across onshore and offshore locations supporting ADNOC Offshore projects, ensuring effective deployment and continuity of inspection services.
- Plan and manage Inspector mobilization and deployment according to project requirements, discipline, qualifications, certifications, client approvals, availability and workload.
- Proactively manage Inspector availability, mobilization, demobilization, rotations and leave coverage, ensuring appropriate replacement plans are in place to maintain uninterrupted service and business continuity at project sites.
- Ensure Inspectors deployed are appropriately qualified, certified and approved for the assigned scope, and that inspection activities are performed in accordance with approved Inspection and Test Plans (ITPs), technical specifications, contractual requirements and applicable ADNOC requirements.
- Maintain accurate project and resource trackers covering inspection requests, Inspector deployment and attendance, assignments, deliverables and reporting status, and prepare timely management and client reports on project progress, resource utilization and operational performance.
Required qualifications for the position: Bachelor’s degree in mechanical, Civil , Structural and Electrical engineering or a related technical discipline is required. Professional certifications in Project Management, Inspection, Quality, or related fields are considered an advantage.
Required experience for the position:
- Proven and successful experience in team management and project management in their area of expertise.
- Minimum 10 years of relevant experience in Project Management, Third Party Inspection operations, Inspection Services, Oil & Gas, EPC or Vendor Inspection activities, or related fields.
