BACKGROUNDLebanon continues to confront an unprecedented financial and economic crisis, exacerbated by a long history of violence, volatility, and social inequality. This crisis has deeply undermined the subsistence capacity of already vulnerable populations. The country remains home to the largest numbers of refugees per capita in the world, with approximately 1.5 million displaced Syrians, 31,400 Palestine refugees from Syria, 35,000 Lebanese returnees, and a pre-existing population of 174,422 Palestine refugees residing in 12 official refugee camps and 156 gatherings. Moreover, the geopolitical environment continues to deteriorate, which poses risks for new displacement waves. This multi-layered crisis has had devastating impacts on Lebanon’s social, economic, and environmental capital, and increasingly threatens the country's social cohesion and stability.
Communities hosting displaced populations face increasing pressure on limited resources, weakened service delivery systems, and reduced institutional capacities. These challenges have been further intensified by the economic and financial crisis since 2019, as well as the growing impacts of climate change.
The Local Development For Stabilization Project (LDP) Aims To Bolster The Coping And Sustainable Development Capacities Of Host Communities In Lebanon. Its Key Objectives Are To Create a More Enabling Environment For Mitigating And Preventing Tensions By
- Reducing competition over public services, livelihood, and economic opportunities: This is achieved by supporting the maintenance and expansion of service delivery and creating economic opportunities, especially in the context of the significant incapacitation of both public and private sectors.
- Providing conflict-sensitive and inclusive dialogue and decision-making spaces: These spaces allow local communities to engage in peaceful discussions, identify common interests, and collaboratively chart a path towards a sustainable future.
The Local Development for Stabilization Project (LDP) focuses on strengthening local governance, enhancing economic resilience, and supporting sustainable development processes at the community level.
The LDP project is critical in addressing Lebanon’s multi-dimensional vulnerabilities and ensuring the country’s capacity for sustainable, inclusive recovery. It aims to create a harmonious, integrated approach to local development that not only addresses immediate needs but also builds resilience for the future.
Within this framework, infrastructure rehabilitation and civil works at community facilities remain a key intervention for improving service delivery and living conditions. The Social Development Centers are a key community facility serving the population of the areas in West Beqaa and South Lebanon. UNDP, under the LDP project, is undertaking civil rehabilitation and construction works at this center and requires a Civil Engineer Consultant to monitor, supervise, and ensure the quality of these civil works.
OBJECTIVESThe Main Objective Of This Consultancy Is To Provide Dedicated Technical Expertise In Civil Engineering To Support The Supervision, Monitoring, And Quality Assurance Of Civil Works In The Following Social Development Centers Under The LDP Project

Specifically, The Consultant Will
- * Ensure technical soundness and quality of civil works in compliance with approved designs and UNDP standards.
- Monitor contractor performance and ensure works are completed on time, within scope, and to specification.
- Review and validate contractor submittals, including shop drawings, material submittals, and payment certificates, and provide technical solutions throughout the project lifecycle.
SCOPE OF WORKUNDP is seeking the services of a Civil Engineer Consultant to supervise the civil works being implemented at the Social Development Centers in Beqaa and South Lebanon, under the overall guidance of the LDP/LHSP Project Specialist and in close coordination with the Area Manager and the UNDP Engineering Unit.
The Civil Engineer Consultant shall be present on site four (4) days per week, according to an agreed schedule and in coordination with the UNDP Engineering Unit.
Implementation and Supervision
- Supervise and inspect all civil and electromechanical works and materials/components supplied during the lifetime of the contract to ensure completion in accordance with contract provisions and QA/QC standards.
- Propose solutions and update designs when required as per site conditions and encountered problems. Supervise all on-site tests carried out by the contractor related to civil, architectural, and electromechanical works.
- Participate in technical meetings with contractors and stakeholders when required.
- Ensure that as-built drawings and all relevant documentation are well kept and regularly updated. Process in a timely manner, and as appropriate, certify payment of contractor statements to ensure they reflect works performed.
- Support UNDP in claims and variations. Document progress through daily/weekly/monthly field reports with geo-referenced photographic evidence. Participate in technical meetings with contractors and stakeholders when required.
- Site inspection checklists and QA/QC protocols aligned with UNDP standards.
- Field verification and validation approaches.
- Reporting templates.
- Use of geo-tagged photos and documentation.
- Coordination mechanisms with the UNDP engineering team, contractors, and the municipality.
- Submittal review and response tracking log.
REPORTINGThe Consultant shall submit regular reports throughout the assignment. All deliverables shall be submitted in English only.
Reports Shall Include
- * Monthly progress reports with timesheet, signed BOQ progress certification, and summary of variation orders.
- Final consolidated report summarizing all works supervised, outcomes, and lessons learned.
- Key findings, recommendations, and lessons learned.
Reports should be concise and submitted within the agreed timeframe. Weekly and monthly reports should be provided as per the agreed schedule.
WORK PLANThe Civil Engineer Consultant Shall Work a Minimum Of Four (4) Days Per Week On Site At The Social Development Centers For The Duration Of The Contract
- The Consultant shall be present on site four (4) days per week as per the agreed schedule and UNDP instructions.
- Tasks and priorities will be coordinated with the UNDP engineering team on a weekly basis.
- EXPECTED OUTPUTS AND DELIVERABLES
The Consultant is expected to submit a monthly progress report undertaking the above tasks and activities under the TOR, noting that the total duration should not exceed three (3) months, without exceeding 18 working days per month.
The Consultant Will Deliver
- * Monthly progress reports including a summary of activities, submittals, main observations, comments on inspection requests, and variation orders with supporting documents. Signed progress BOQ certifying contractor payment. Final inspection and handover documentation.
- Final consolidated report summarizing all works supervised, outcomes, and lessons learned.
REPORTS VALIDATION MODALITIESUNDP will review and approve submitted deliverables within 5–7 working days from submission.
DELIVERY SCHEDULEThe Consultant is expected to complete and submit the deliverables specified as per the identified time schedule. The expected overall duration for project completion is three (3) months.
INSTITUTIONAL ARRANGEMENTS
- * The Consultant will report to the Project Specialist and coordinate closely with the UNDP Engineering Unit and Area Manager.
- The Consultant’s main duty station will be the Social Development Centers in West Beqaa and South Lebanon, with daily site presence of a minimum of four (4) days per week. On a weekly basis, the Consultant shall provide a report with detailed information about project implementation, work progress, and any problems encountered on site.
- UNDP will provide all necessary materials related to the project and facilitate coordination with stakeholders.
- The Consultant shall use their own means of communication and transportation; any field-related costs should be considered within the financial proposal unless otherwise agreed.
DURATION OF WORKThe assigned duration for this consultancy is three (3) months, with 18 working days per month.
- The mission is expected to commence immediately.
- The time needed to review/comment/approve deliverables and outputs is five (5) working days.
DUTY STATIONThe Civil Engineer Consultant will be based at the Social Development Centers in West Beqaa and South Lebanon, with daily site presence of four (4) days per week.
Standard Minimum Qualifications
- * Education: Bachelor’s degree in Civil Engineering or related field.
- Experience: Minimum of 5 years of experience in civil engineering, construction supervision, or infrastructure rehabilitation or any related field.
- Language: Fluent verbal and written communication skills in English and Arabic.
