Technical Proposal & IT Pre-Sales Specialist
Job Purpose
We are seeking a skilled Technical Proposal & IT Pre-Sales Specialist to analyze RFPs, RFQs, tender documents, and client requirements, and develop high-quality, compliant, and competitive technical proposals for government and private-sector opportunities in Saudi Arabia.
The role focuses primarily on tender analysis, technical proposal development, compliance, and submission management, while supporting IT Pre-Sales and solution design activities when required.
The position requires close collaboration with Sales, Business Development, Technical, and Implementation teams to develop practical, secure, scalable, and technically feasible solutions aligned with client requirements.
Key Responsibilities
1. RFP/RFQ & Tender Analysis
Review and analyze RFPs, RFQs, tenders, TORs, technical specifications, and related documents.
Identify mandatory, technical, administrative, contractual, and submission requirements.
Analyze evaluation criteria, scoring methodology, and technical weights.
Identify technical risks, gaps, dependencies, assumptions, and clarification requirements.
Determine required evidence, CVs, references, and supporting documents.
Support technical Bid/No-Bid assessments by evaluating feasibility, requirements, resources, risks, and delivery considerations.
2. Technical Proposal Development
Prepare comprehensive and persuasive technical proposals tailored to each tender.
Develop key proposal sections, including:

* Scope of Work
* Solution Architecture
* Implementation Plan
* Project Governance
* Staffing & Resource Plan
* Deliverables
* SLAs & KPIs

Develop content that directly responds to tender requirements and evaluation criteria.
Customize methodologies, solutions, deliverables, resources, and implementation plans for each opportunity.
Ensure content is technically accurate, practical, and aligned with the company’s capabilities.
Adapt relevant previous proposals, project experience, and methodologies without relying on generic or repetitive content.
3. Compliance & Requirement Traceability
Develop and maintain detailed Compliance Matrices.
Map tender requirements to the relevant proposal responses and supporting evidence.
Track the status of mandatory and technical requirements throughout proposal development.
Identify non-compliant or partially compliant requirements and coordinate the required actions.
Ensure clear traceability between the tender, proposal, and supporting documentation.
4. Proposal Quality & Review
Conduct structured technical reviews before submission.
Verify consistency across the proposal, including scope, methodology, deliverables, timelines, staffing, CVs, SLAs, KPIs, and project experience.
Identify missing information, contradictions, unsupported claims, and formatting issues.
Ensure the final proposal meets the required quality, compliance, and submission standards.
Coordinate corrections and updates with relevant team members before final approval.
5. Proposal & Submission Management
Prepare and organize complete technical submission packages.
Coordinate required documents, including:
* Team CVs
* Company Profile
* Previous Project Experience
* Project References
* Technical Methodologies
* Solution Diagrams
* Implementation Plans
* Required Forms and Attachments
Maintain document version control and ensure the correct final versions are submitted.
Verify submission requirements, file formats, naming conventions, and deadlines.
Support submissions through the Etimad Platform and other procurement portals.
6. IT Pre-Sales & Solution Design
Work with Sales and Business Development teams to understand customer business and technical requirements.
Translate requirements into appropriate and feasible IT solutions.
Support solution development across:
* IT Infrastructure
* Networking
* Network Security
* Cybersecurity
* Cloud Solutions
* Digital Transformation
* Managed IT Services
* Enterprise Technology Solutions
Participate in client meetings, workshops, and technical discussions when required.
Prepare technical presentations, solution diagrams, demonstrations, and clarifications.
Coordinate with vendors, technology partners, and internal technical specialists as needed.
7. Technical Feasibility & Implementation Coordination
Coordinate with Technical and Implementation teams to validate proposed solutions.
Confirm the feasibility of proposed architectures, methodologies, timelines, resources, and deliverables.
Ensure alignment between the proposed technical solution, scope of work, project plan, staffing model, and commercial assumptions.
Identify implementation dependencies and technical risks before submission.
Support the transition from Pre-Sales to Project Delivery following contract award.
Qualifications
Education
Experience
Proven experience 3 : 5 Years in Technical Proposal Writing, IT Pre-Sales, Bid Management, Solution Design, or a related role.
Strong experience analyzing RFPs, RFQs, tenders, and technical specifications.
Practical experience preparing technical proposals for Saudi government tenders is highly preferred.
Experience with Compliance Matrices and requirement traceability.
Experience preparing technical submission packages and supporting tender submissions.
Practical experience with the Etimad Platform is preferred.
Experience in IT Infrastructure, Networking, Cybersecurity, Cloud, Digital Transformation, or Managed Services is an advantage.
Saudi Market Knowledge
Good understanding of Saudi government tendering and procurement processes.
Familiarity with the Etimad Platform.
Understanding of the Saudi Government Tenders and Procurement Law and related procedures.
Experience working with Saudi government entities and large organizations is highly preferred.
Awareness of Saudi digital transformation initiatives and technology projects is an advantage.
