Job Purpose
The Bidding Engineer is responsible for managing the end-to-end tendering and bidding process for security services projects. The role involves reviewing tender documents, understanding client requirements, developing manpower and operational solutions, preparing BOQs and cost estimates, coordinating with internal departments and suppliers, and preparing accurate and competitive technical and commercial proposals.
The position will support the Business Development team in securing new contracts and ensuring all submitted bids are technically compliant, commercially competitive, and aligned with UAE security industry requirements.
Key Responsibilities
- Tender & RFP Management
- Review and analyze tender documents, scope of work, specifications, and client requirements.
- Identify key technical, operational, commercial, and contractual requirements.
- Prepare tender checklists and ensure all required documents are submitted within deadlines.
- Track tender opportunities, submission deadlines, clarifications, and results.
- Coordinate responses to client clarifications and tender queries.
- Manpower Planning & Costing
- Develop manpower requirements based on the project scope, working hours, shifts, locations, and deployment requirements.
- Calculate required security guards, supervisors, control room operators, lifeguards, and other required positions.
- Prepare manpower deployment plans and staffing calculations.
- Calculate salary, overtime, accommodation, transportation, visa, licensing, uniforms, equipment, and other operational costs.
- Prepare detailed project cost sheets and ensure accuracy of calculations.
- Technical Proposal Preparation
- Prepare technical proposals, method statements, deployment plans, organization charts, and project mobilization plans.
- Prepare responses to technical compliance matrices and client specifications.
- Coordinate with Operations, HR, Finance, Procurement, and other departments to obtain required information.
- Ensure proposed solutions are practical and aligned with operational requirements.
- Prepare mobilization timelines and recruitment/onboarding plans for new projects.
- Commercial Proposal & Pricing
- Prepare BOQs, pricing schedules, rate analysis, and commercial proposals.
- Obtain and compare quotations from suppliers and subcontractors where required.
- Support pricing strategy and value engineering to ensure competitive bids.
- Review pricing against project requirements, manpower costs, and expected margins.
- Ensure all commercial assumptions and exclusions are clearly identified.
- Compliance & UAE Requirements
- Ensure tender submissions comply with applicable UAE laws, regulations, and relevant authority requirements.
- Maintain awareness of SIRA requirements and other applicable security-sector regulations.
- Coordinate with relevant internal teams to verify licensing and regulatory requirements.
- Ensure all required company licenses, certificates, policies, and supporting documents are included in tender submissions.
- Client & Internal Coordination
- Coordinate with Business Development and Sales teams to understand client requirements.
- Attend site visits, pre-bid meetings, clarification meetings, and client presentations when required.
- Coordinate with Operations to validate manpower and deployment requirements.
- Coordinate with Finance regarding project costing, margins, and commercial assumptions.
- Coordinate with HR regarding recruitment feasibility and manpower availability.
- Coordinate with Procurement regarding equipment, uniforms, and other project requirements.
- Tender Documentation & Records
- Maintain an organized database of submitted tenders, pricing, BOQs, technical proposals, and supporting documents.
- Maintain pricing and manpower cost databases for future bids.
- Prepare tender comparison reports and management summaries.
- Record tender outcomes and analyze successful and unsuccessful bids to improve future submissions.
