Job Purpose:
To lead the commercial development of be’ah’s non-hazardous waste portfolio – converting municipal solid waste and other non-hazardous streams into resources and sustainable value through investment, asset development, partnerships and disciplined commercial management. The role builds and develops the Commercial Development function and its three sub-functions (Growth & Partnerships, MSW Investment & Assets Development, and Commercial Management), and matures a downstream pipeline of bankable, technically and commercially viable projects, in coordination with stakeholders, to ensure be’ah achieves its strategy and objectives within the mandate set.
Key Accountabilities & Responsibilities:
Strategy, Leadership & Team Development
- Define, develop and lead the Commercial Development strategy, business plan and key metrics for all non-hazardous waste, in line with the overall business strategy and mandate.
- Build, structure and develop the Commercial Development function – establishing the Growth & Partnerships, MSW Investment & Assets Development, and Commercial Management teams, capabilities, operating model and talent pipeline.
- Lead the development of departmental budgets and oversee spend to ensure optimal utilisation and value for money.
- Define, develop and implement policies, standard operating procedures, delegation of authority and governance frameworks across the three functions, and ensure compliance.
Growth & Partnerships (Business Development)
- Lead the identification, screening and development of opportunities to divert and valorise non-hazardous waste through material or energy recovery in a commercially and technically viable manner.
- Develop and manage relationships with industry stakeholders, developers, technology providers and partners to increase the scope of business and originate partnerships, joint ventures and co-investment opportunities.
- Plan and drive technical and commercial feasibility and pre-feasibility studies to evaluate waste streams, services, diversion options and routes to market.
- Lead the structuring and negotiation of partnership, off-take and commercial agreements (LOIs, HoTs, JDAs, JV / shareholder agreements) through to bankable close.
MSW Investment & Assets Development
- Develop the investment strategy and project pipeline for MSW and other non-hazardous waste assets, from concept through investment decision and asset development.
- Lead the development of business cases, financial models and investment memoranda, including capital structuring, project finance, blended / concessional finance and carbon-revenue mechanisms where applicable.
- Originate and structure co-investment, PPP and concession models; manage investor and lender engagement; and lead deal execution through to financial close.
- Oversee asset and project development through feasibility, permitting / NOCs, procurement and EPC readiness, ensuring commercial and technical viability at each gate.
Commercial Management
- Lead the commercial governance and management of the department’s contracts, concessions and operating agreements across their lifecycle, safeguarding be’ah’s commercial interests.
- Oversee pricing, gate fees, revenue assurance, cost recovery and value-protection mechanisms for diversion and recovery projects.
- Oversee the preparation of Tenders, RFPs and RFQs related to material or energy recovery projects and participate in technical and commercial evaluation to facilitate the tendering process.
- Establish commercial controls, KPIs and reporting; monitor counterparty performance; and manage claims, variations and disputes in coordination with Legal & Contracts.
Project Delivery, Handover & Compliance
- Lead downstream project development for all non-hazardous waste – incubating, maturing and deploying projects from planning through to execution as per plan.
- Lead the structured handover of developed projects to the concerned operational units to ensure a smooth transition.
- Maintain oversight to ensure that the waste management streams and services comply with the HSE guidelines.
- Set and agree performance objectives for all direct reports and provide coaching and feedback to teams / individuals in line with good people-management practices, to ensure job responsibilities are optimally delivered.
- Adhere to all relevant quality, health, safety and environmental procedures, instructions, controls and role-specific OHSE KPIs in order to guarantee the safety of employees, quality of products / services and environmental compliance.
Minimum Qualifications & Experience
- Masters Degree in Business / Commerce or related , with a minimum of 10 years of relevant experience, including at least 5 years in a senior commercial development, investment, business development or project-finance leadership role. International experience preferred.
Certification
- Role-specific professional certifications such as project finance, commercial / contract management (e.g., WorldCC / IACCM), recycling or energy recovery preferred.
