About the Role:
We're seeking an experienced Tender & Procurement Manager to lead Clouding AI's bidding efforts across the GCC, owning the full tender lifecycle, driving compliant and competitive submissions, and aligning technical, commercial, and legal teams to win technology and digital transformation projects. This is a full-time remote role.
Note: Location: Must be based in and currently residing in Egypt (remote role, Egypt-based team). Languages: Native or fluent Arabic (our internal team communicates in Arabic) and excellent command of English (written and spoken), required for client-facing work.
What You'll Do:
- Own the full tender lifecycle, from opportunity identification and bid/no-bid assessment to submission and post-award handover.
- Analyze tender documents, RFPs, and RFQs to extract requirements, risks, and compliance obligations.
- Coordinate with technical, delivery, finance, and legal teams to prepare compliant, on-time technical and commercial proposals, including compliance matrices and pricing inputs.
- Manage vendor registrations and prequalifications on government and enterprise procurement portals.
- Manage end-to-end procurement of software licenses, subcontractors, and third-party services needed for bids and projects.
- Source, evaluate, and negotiate with vendors and partners to secure competitive pricing and terms.
- Build and maintain a tender library of templates, company credentials, case studies, and certificates.
- Track tender pipelines, deadlines, and outcomes, and report win/loss insights to leadership.
- Handle clarification queries and communication with procurement authorities and clients.
- Review contract terms, bonds, guarantees, and penalty clauses, and flag risks early.
What We're Looking For:
- Proven track record of winning tenders in technology, enterprise software, CRM (Salesforce preferred), ERP, cloud, systems integration, or digital transformation services.
- Solid technology and IT background.
- 8–10 years of experience in tender management and procurement.
- Bachelor's degree in Business Administration, Supply Chain, Engineering, or a related field.
- Strong knowledge of GCC public and private sector procurement, with direct experience bidding to KSA, UAE, or Qatar government entities.
- Hands-on experience with e-procurement platforms (e.g., Etimad, SAP Ariba, or government portals).
- Excellent written and spoken English and Arabic.
- Highly organized, deadline-driven, and able to juggle multiple bids at once.
- Strong commercial awareness and attention to detail.
