We are seeking a Senior ICT Engineer to join our team at NEOM and provide technical leadership for Information and Communication Technology (ICT) systems during the completion, commissioning, handover, and close-out of a major water infrastructure project.
About The OpportunityLead the ICT completion and handover activities for a major water infrastructure project entering its final delivery phase. Working closely with contractors, commissioning teams, operations representatives, and client stakeholders, you will be responsible for ensuring all ICT systems are installed, tested, integrated, documented, and handed over in accordance with project requirements. This role will focus on commissioning support, system integration, operational readiness, defect resolution, asset documentation, and the successful transition of ICT infrastructure to the operations team.
Key Responsibilities
- Lead ICT completion, testing, commissioning, and handover activities across water infrastructure assets and facilities.
- Oversee the verification and acceptance of ICT systems including fiber optic networks, structured cabling, LAN/WAN networks, telecommunications systems, wireless networks, CCTV, access control, public address systems, and associated infrastructure.
- Coordinate the resolution of technical issues, defects, punch list items, RFIs, and NCRs related to ICT systems.
- Review and validate ICT testing and commissioning procedures, reports, and performance verification results.
- Ensure all ICT systems are fully integrated with operational technologies and supporting infrastructure where required.
- Manage the review and acceptance of as-built drawings, asset registers, configuration records, warranties, and O&M documentation.
- Coordinate handover activities with client representatives, operations teams, contractors, and commissioning stakeholders.
- Support operational readiness activities, including system demonstrations, training sessions, and technical knowledge transfer.
- Monitor contractor performance and ensure all ICT deliverables are completed in line with project close-out milestones.
- Promote compliance with project standards, cyber security requirements, ICT governance standards, and applicable regulations.
Here's what you'll need
- Experience Minimum 10 years of experience in ICT Engineering on major infrastructure, utilities, transportation, industrial, or construction projects, including commissioning and handover phases.
- Technical Strong knowledge of structured cabling systems, fiber optic networks, LAN/WAN infrastructure, telecommunications, wireless systems, CCTV, access control, public address systems, data centres, network architecture, and ICT integration.
- Infrastructure Proven experience delivering ICT systems for large-scale infrastructure, utility, water, transportation, or industrial projects.
- Digital Experience with network monitoring tools, ICT management platforms, Autodesk Construction Cloud, document management systems, BIM environments, and digital asset information platforms.
- Project & Commercial Understanding of contractor management, project delivery, change management, risk management, commissioning coordination, and project close-out processes.
- Behavioral Strong leadership, communication, stakeholder management, analytical problem-solving, and decision-making skills, with the ability to coordinate across multidisciplinary teams.
- Education Bachelor's Degree in Information Technology, Telecommunications Engineering, Computer Engineering, Electrical Engineering, or a related discipline.
- Preferred Industry certifications such as CCNA, CCNP, CompTIA Network+, CISSP, or equivalent. Experience on large-scale water, utilities, or infrastructure projects in the Middle East is highly desirable.
