Accountabilities:
Tendering & Engineering Support
- Review client requirements, drawings, specifications, and contract documents.
- Perform quantity take-offs and prepare BOQs based on architectural, civil, MEP, marking, and RCP drawings.
- Identify and resolve discrepancies between BOQs, drawings, specifications, and contractual requirements.
- Participate in tender review meetings and prepare technical clarifications and pre-bid queries.
- Coordinate with Engineering and Design teams to review design developments and assess their impact on quantities and project scope.
- Conduct feasibility reviews and value engineering exercises to optimize project delivery.
Project Execution & Contract Administration
- Monitor quantities, work progress, and project measurements throughout execution.
- Prepare, review, and certify interim and final valuations.
- Manage project invoices, payment applications, and work certifications.
- Administer variations, change orders, claims, and extension of time (EOT) submissions.
- Maintain contractual records and ensure compliance with contract requirements.
- Coordinate with Project Management, Contracts, Engineering, and Operations teams on project-related commercial and contractual matters.
Operations & Project Close-Out
- Support commissioning, handover, and operational phases on contractual and measurement-related matters.
- Lead preparation and agreement of final accounts.
- Ensure closure of all variations, claims, invoices, and contractual obligations.
- Maintain complete project documentation and support lessons learned initiatives.

Tendering & Quantity Management
- 100% on-time completion of quantity take-offs, BOQs, and tender deliverables.
- 100% review of tender documents and identification of quantity or scope discrepancies before submission.
- Timely issuance of technical clarifications and pre-bid queries.
Valuation & Invoicing
- 100% timely submission of interim valuations, final valuations, and payment applications.
- Maintain payment certification approval rate above 95%.
- Ensure all subcontractor and supplier valuations are processed within contractual timelines.
Claims & Contract Administration
- 100% tracking and documentation of variations, claims, and contractual notices.
- Submission of all claims and EOT requests within contractual deadlines.
- Timely resolution of contractual and measurement-related issues.
Engineering & Operations Support
- Review and assess 100% of major design changes affecting project quantities or contractual scope.
- Provide timely support to Engineering, Operations, and Project Management teams.
- Ensure contractual compliance during commissioning and handover activities.
Project Close-Out
- Complete final account submission within 90 days of project completion.
- Achieve 100% closure of contractual obligations, claims, invoices, and variations before project handover.
- Ensure complete archiving of project records and close-out documentation.
