Key Responsibilities
- Lead and manage the execution and delivery of major road, highway, bridge, and transportation infrastructure projects.
- Manage multidisciplinary teams covering engineering, construction, supervision, planning, project controls, commercial, quality, and HSE functions.
- Ensure projects are delivered within approved budget, schedule, quality, and HSE requirements.
- Develop and implement project execution plans, construction strategies, schedules, risk registers, and reporting systems.
- Coordinate effectively with clients, consultants, contractors, subcontractors, government authorities, and other project stakeholders.
- Oversee construction activities for highways, urban roads, interchanges, bridges, flyovers, tunnels, and associated infrastructure.
- Monitor project progress, identify potential delays or risks, and implement appropriate corrective and preventive actions.
- Manage project changes, variations, claims, commercial issues, and contract administration in coordination with the commercial and contracts teams.
- Review and monitor project budgets, cost control, resource requirements, and overall financial performance.
- Ensure effective planning and scheduling using Primavera P6, MS Project, or equivalent project control systems.
- Provide regular progress reports, dashboards, presentations, and executive updates to senior management and stakeholders.
- Ensure compliance with project specifications, approved design requirements, applicable Saudi regulations, international standards, and HSE requirements.
- Support tendering, technical evaluations, contractor selection, mobilization, and project initiation activities.
- Lead project meetings and ensure effective communication and coordination across all project disciplines.
- Establish strong relationships with clients, government entities, consultants, contractors, and key stakeholders.
- Drive quality improvement, operational efficiency, risk mitigation, and best practices throughout the project lifecycle.
- Ensure proper project closeout, documentation, handover, and lessons-learned activities.
Qualifications & Requirements
- Bachelor’s degree in Civil Engineering or a related engineering discipline.
- Master’s degree in Engineering or Project Management is preferred.
- Minimum 20+ years of overall experience in roads, highways, bridges, and transportation infrastructure projects.
- Proven experience managing large-scale or mega roads and infrastructure projects.
- Strong project management and construction management experience.
- Demonstrated experience in managing multidisciplinary engineering and construction teams.
- Strong knowledge of project planning, scheduling, cost control, risk management, quality, and HSE.
- Experience managing contractors, consultants, clients, and government stakeholders.
- Previous experience with Saudi Arabia / GCC infrastructure projects is highly preferred.
- PMP, PE, or equivalent professional certification is preferred.
- Strong knowledge of FIDIC contracts, variations, claims, and contract administration.
- Excellent leadership, communication, negotiation, and problem-solving skills.
- Proficiency in Primavera P6, MS Project, and project reporting tools.
- Excellent command of English; Arabic language skills are an advantage.

Candidates should have strong hands-on experience in major infrastructure projects involving several of the following:
- Highways and Expressways
- Major Roads and Urban Roads
- Bridges
- Flyovers and Interchanges
- Tunnels
- Road Widening and Upgrading
- Transportation Infrastructure
- Grade Separations
- Junctions and Intersections
- Road and Bridge Structures
- Associated drainage, utilities, ITS, traffic management, and infrastructure works
Preferred Experience
- Minimum 20+ years of experience in major roads, highways, bridges, and infrastructure projects.
- Experience managing large-scale / mega transportation projects.
- Strong experience in highway and bridge construction and project delivery.
- Previous experience working with major government entities and international consultants.
- GCC experience, preferably Saudi Arabia, is highly desirable.
- Experience with FIDIC contracts, claims, variations, and commercial management.
- Experience coordinating multiple contractors, consultants, and stakeholders on complex infrastructure projects.
