Organization:
The position reports directly to the Terminal Manager and supervises, coordinates and develops the Product Handling team at TEJ, including Shore Officers and other personnel who execute terminal operations.
The role organizes and allocates operational resources for safe and continuous operation, covering:
- Marine receipt of Gasoil, Gasoline and Jet A-1;
- Tank farm and product transfer operations;
- Truck loading through six loading bays;
- Pipeline dispatch and maritime cabotage operations;
- Additive receipt, storage and injection;
- Lubricants receipt, storage and dispatch;
- Product quality and inventory control.
Adequate coverage must be ensured during normal and extended working hours, particularly during vessel receipt and cabotage. As the operating model develops, the organization may evolve toward extended or 24/7 operations, with appropriate shift structures and additional operational supervision.
Main Accountabilities:
1. Product Operations
- Manage and coordinate day-to-day product handling; plan, prioritize, assign and monitor activities, ensuring adequate manpower and resources for the workload.
- Coordinate vessel receipt of Gasoil, Gasoline and Jet A-1 (pre-receipt, transfer, monitoring, post-receipt) per approved procedures, with oversight through the Shore Officer. Ensure Shore Officers are prepared and competent, and that coordination with the vessel, Marine/Port, Supply, Quality and HSSE is effective.
- Ensure proper preparation and line-up of tanks, pipelines, valves, pumps, meters, loading arms, hoses and associated equipment before any transfer, and completion of post-operation line-up and isolation.
- Coordinate and supervise internal movements (tank-to-tank transfers, line filling, recirculation, draining, product segregation).
- Ensure correct tank allocation according to product type, capacity, quality requirements, operational constraints and Supply needs; monitor tank levels and ullage and proactively identify storage constraints.
- Manage truck loading through the six bays, ensuring safe, efficient and controlled loading per loading instructions, product specifications, additive requirements, quantity controls and HSSE procedures.
- Coordinate pipeline dispatch for cabotage, ensuring proper preparation of product, tank, pipeline and transfer system before vessel loading, through designated personnel and Marine/Port stakeholders.
- Ensure draining, sampling and line clearing follow product-specific requirements, and coordinate with Quality/Laboratory so products are tested, released and within specification before dispatch.
- Ensure full product traceability and proper management of product status (quarantine, awaiting analysis, released, restricted).
- Coordinate with Supply and Transport to align product availability, stock levels, vessel receipts, truck-loading requirements and cabotage plans.
- Coordinate with the Maintenance Supervisor to ensure availability of critical equipment and plan maintenance without compromising operations.
- Ensure procedures and work instructions are reviewed, understood and implemented; identify operational risks, constraints and improvement opportunities and propose corrective or preventive actions.
2. Aviation Operations – Jet A-1
- Oversee all Jet A-1 operations (receipt, storage, internal transfers, pipeline dispatch, truck loading, cabotage), ensuring strict compliance with aviation fuel standards, procedures and quality requirements.
- Maintain strict segregation and controls to prevent contamination, product mixing or incorrect transfer.
- Coordinate Jet A-1 vessel receipt through the Shore Officer, ensuring all operational and quality controls are completed, and that required quality checks are done with Quality/Laboratory before release.
- Ensure Jet A-1 tanks are monitored and drained per requirements, and that tanks, pipelines and loading systems are kept in the required condition and cleanliness, in coordination with Maintenance.
- Ensure full Jet A-1 traceability and stock reconciliation from receipt to dispatch (see Section 4).
3. Additives & Lubricants Operations
- Manage the receipt, storage and utilization of additives, verifying quantities, product identity and documentation for truck deliveries.
- Monitor additive tank levels to ensure availability for planned loading operations.
- Ensure proper operation and monitoring of injection systems during truck loading, and correct product/additive configuration per approved loading instructions and recipes.
- Monitor additive consumption, reconcile stocks against throughput, and investigate and escalate abnormal consumption or significant discrepancies.
- Coordinate with Quality, Supply and Maintenance on additive quality, availability, system performance and maintenance.
- Oversee the lubricants interface: safe unloading, proper storage and controlled delivery through the logistics process; ensure segregation, identification and traceability in the lubricants warehouse; coordinate with Supply, Commercial and Logistics.
4. Inventory & Product Control
- Ensure accurate monitoring and control of all petroleum product stocks, with regular reconciliation between tank measurements, meter readings, loading and vessel documentation, and SAP/system records, including quantities transferred through marine, pipeline and truck-loading operations.
- Monitor losses, gains, variances and discrepancies; investigate significant deviations and escalate abnormal situations to the Terminal Manager.
- Ensure controls over receipts, transfers, dispatches and stock adjustments, with proper documentation and traceability of significant movements.
- Monitor available storage capacity, communicate potential constraints to the Terminal Manager and Supply, and keep tank availability and product allocation aligned with the operating plan.
- Support monthly and periodic stock reconciliation and inventory exercises.
5. HSSE
- Ensure implementation of VEM HSSE policies, procedures, standards and instructions across all product handling activities, and promote a strong process safety and operational discipline culture.
- Ensure activities follow approved risk assessments, operating procedures, work instructions and permit-to-work requirements (applying the permit system within the role's authorization level), as well as terminal access and safety requirements.
- Ensure PPE compliance and safe practices by employees, contractors, drivers, vessel personnel and other parties.
- Participate in HSSE audits, inspections, risk assessments, incident investigations and action follow-up, as well as pre-job meetings, toolbox talks and safety briefings.
- Identify and report unsafe acts and conditions, near misses, incidents and potential process safety risks.
- Ensure operational equipment is routinely checked and anomalies are reported and followed up with the Maintenance Supervisor.
- Maintain housekeeping, cleanliness and environmental standards across the tank farm, loading bays and product handling areas, and manage spills, leaks and releases per emergency and environmental procedures.
- Support the annual HSSE plan and improvement initiatives in operational safety, loss prevention, environmental protection and emergency preparedness.
6. People Management & Operational Leadership
- Lead, supervise and develop the Product Handling team to ensure high standards of performance, safety and operational discipline; define daily priorities and allocate resources per the activity plan.
- Ensure Shore Officers and operational personnel are trained and competent for their duties; identify competency gaps and establish training and development plans with the Terminal Manager and relevant functions.
- Conduct regular performance follow-up and feedback; promote teamwork, accountability and communication.
- Ensure effective handover of operational status, ongoing activities, abnormal situations and pending actions, particularly beyond normal working hours, and maintain communication with internal and external stakeholders.
7. Operational Performance & Continuous Improvement
- Monitor operational KPIs (product receipt, storage, truck loading, cabotage, stock accuracy, losses, loading bay utilization, efficiency).
- Identify bottlenecks and improve throughput, asset and resource utilization; reduce truck turnaround, vessel turnaround and waiting time; optimize use of the six loading bays, tank utilization and movement planning.
- Participate in developing operating procedures, work instructions and improvement initiatives; lead or participate in root-cause analysis of deviations, incidents, losses and recurring problems; promote lessons learned.
- Provide regular performance updates to the Terminal Manager and escalate significant risks, constraints and deviations.
8. Business Continuity & Emergency Response
- Ensure operational readiness for continuity of receipt, storage and dispatch during normal and extended hours; coordinate response to abnormal situations affecting vessel receipt, tank farm, truck loading or cabotage, with appropriate contingency measures agreed with the Terminal Manager.
- Participate as a member of the emergency response/intervention team per the terminal's emergency organization and POI; take part in emergency exercises and ensure teams understand their roles.
- Ensure effective communication and escalation during major operational disruptions.
- Support the Terminal Manager in maintaining continuity of terminal operations and assume delegated responsibilities when required.
Job Knowledge, Skills & Experiences:
- Diplôme Bac +5, preferably in Industrial, Process, Mechanical, Chemical, Electromechanical, Energy/Petroleum Engineering or another relevant technical discipline.
- Minimum 5 years of operations experience, preferably in a petroleum, energy, terminal, refinery, chemical, logistics or other process-industry environment.
- Proven experience in product handling, storage, transfer and dispatch, preferably with petroleum products (tank farm, truck loading and/or pipeline operations); marine terminal experience (vessel loading/unloading, ship-to-shore transfer) is highly desirable.
- Proven experience managing operational teams in a high-risk industrial environment, with strong leadership and people-management skills.
- Experience in inventory control, stock reconciliation and product loss management.
- Knowledge of Jet A-1 handling, aviation fuel quality requirements, and additive handling and additivation systems is an advantage.
- Good knowledge of HSSE standards, process safety, permit-to-work systems and emergency response; good understanding of product specifications, contamination prevention, segregation and quality control.
- Strong planning, coordination, prioritization and problem-solving skills, with sound decision-making under time pressure and in abnormal situations.
- Excellent communication and stakeholder-management skills across Marine, Supply, Transport, Quality, Maintenance, HSSE, Engineering, contractors and external parties.
- Good command of French and English; Arabic is an advantage.
- Good command of operational IT tools, including SAP and terminal/loading/inventory systems.
