The Saudi Automobile and Motorcycle Federation (SAMF) is the governing body for motorsport in Saudi Arabia. We establish regulations and safety standards, promote participation, and work with competitors and stakeholders to support the development of motorsport across the Kingdom.
The Procurement Assistant Manager is responsible for managing procurement requirements from initiation through completion, coordinating with internal stakeholders and service providers, monitoring SLA performance, resolving operational bottlenecks, and ensuring procurement activities are completed on time and in compliance with approved policies, procedures, and Delegation of Authority.
Key Responsibilities:
- Manage SAMF’s end-to-end procurement cycle, from PR initiation through PO issuance, contracting and closure, coordinating departments, the procurement service provider and relevant stakeholders.
- Monitor procurement SLAs and maintain trackers and dashboards covering requests, approvals, delays, bottlenecks, risks and escalations.
- Coordinate RFQs, RFPs and tenders, including scopes, specifications, bidder communications, evaluations and award documentation.
- Support sourcing, market assessments and supplier evaluations, and prepare commercial comparisons and recommendations.
- Monitor supplier performance against contracts and SLAs/KPIs, maintain performance records and coordinate corrective actions.
- Ensure compliance with procurement policies, SOPs and the Delegation of Authority, escalating exceptions and maintaining complete documentation and audit trails.
- Support annual procurement planning and track implementation, commitments, upcoming requirements and critical deadlines.
- Analyze procurement data, resolve escalated issues and recommend savings opportunities and improvements to workflows, SLAs, SOPs and controls.
- Provide the Director of Shared Services with procurement reports and executive updates and support audits and governance reviews.
Qualifications and Experience:
- Bachelor’s degree in supply chain management, Procurement, Business Administration or related field.
- 4–6 years of relevant procurement experience; preferably with exposure to a shared-services or SLA-based operating model.
- Strong practical knowledge of PR, RFQ/RFP, tendering, PO and supplier management processes.
- Demonstrated experience in SLA and KPI monitoring, service-performance tracking and operational escalation.
- Good understanding of procurement governance, Delegation of Authority and compliance controls.
- Experience dealing with multiple internal stakeholders, Finance, Legal and external suppliers.
- Strong Excel and reporting skills; experience with Oracle or similar ERP/procurement systems is preferred.
- Strong analytical, follow-up and problem-solving skills.
- Ability to manage multiple procurement requirements simultaneously and drive closure.
- Strong Arabic and English communication skills.
