Title: Manager - Financial Crime Compliance Assurance

About the Client
Our client is a well-established bank in Qatar, seeking a Manager - Financial Crime Compliance Assurance to join its Group Compliance & AML division. Reporting to the Head of Financial Crime Compliance and leading a team of five, you will provide independent assurance that the bank's FCC framework, controls, and governance are adequate and effective. The framework covers AML/CFT, sanctions, proliferation financing, anti-bribery & corruption, and fraud.
Key Responsibilities
- Lead the bank-wide FCC assurance function and deliver the annual assurance plan, testing AML/CFT, sanctions, WMD proliferation financing, and AB&C controls
- Assess residual risk and how well controls work, then validate that issues raised by assurance, internal audit, and regulators are fixed and escalate material risks
- Support the MLRO in preparing mandatory reports for the Board, the Audit & Compliance Committee, and regulators, and in answering FIU, QCB, and QFMA requests
- Review STR trends and emerging financial crime risks, and recommend corrective action and enhancements to the assurance program
- Keep FCC policies and procedures fit for purpose, and design risk-based methodologies for rating customers and high-risk employees
- Enhance AML, sanctions, and AB&C monitoring systems, making sure sanctions lists and AML scenarios stay current, and strengthen anti-fraud controls
- Design AML/CFT training needs, deliver training to staff and third parties, and monitor how effective it is
- Lead, coach, and review the performance of a team of five, setting high standards of quality and accuracy
Key Requirements
- Bachelor's degree in Finance, Business, Law, or a related field; CAMS, ICA, or an equivalent certification is an advantage
- 6-10 years' experience in financial crime compliance, AML/CFT, or FCC assurance within banking
- In-depth knowledge of QCB AML/CFT and sanctions regulations, and of FIU and QFMA requirements, or of comparable GCC frameworks
- Proven experience in control testing, compliance monitoring, second-line assurance, or internal audit
- Hands-on experience with AML and sanctions screening systems and MIS reporting
- Track record of preparing Board-level and regulatory reports, and of working with regulators and external auditors
- Team leadership experience, with strong analytical, project management, and stakeholder skills
