Java Fire Protection is the leading partner for fire safety services and consultancy. We are a family business, in operation since 1957, with four business lines: Fire Extinguishers, Systems & Alarms, Technical Solutions and Consultancy. We are the only company with NFPA-certified fire protection specialists on its team, which makes us the partner of choice for leading institutions in Lebanon and the region. We are based in Lebanon, operate across the MENA region, and have an affiliate in Dubai. We are looking for our next HR Manager to lead our People & Learning department.
The Role
As HR Manager, you will work directly with the CEO and the CEO Office — a team of consultants from MBB and other tier-one consulting firms — to reinforce the People & Learning department. The objective is to strengthen performance management and talent development, and to refine roles and responsibilities across the organisation. The role is particularly interesting because you will be part of the design and set-up phase before you fully run the department.
This role is an opportunity to build something from the start, and to learn from working closely with the CEO and top-tier consultants.
Responsibilities
BUILDING THE FUNCTION — alongside the CEO Office

Contribute to the design and roll-out of the performance management system, including evaluation criteria, performance metrics, review calendar and calibration rules.

Run the recruitment plan, including the creation of standardised job profiles, structured interview guides, selection criteria and a clear hiring workflow.

Formalise roles, responsibilities and reporting lines across every department, and consolidate them into a clear organisational structure.

Digitise HR records and workflows: move personnel files, leave and attendance tracking, and appraisals off paper and onto digital systems.

Act as a point of contact for the CEO Office and for the consultants leading improvement initiatives linked to people, talent and learning development.
RUNNING HR — ongoing

Lead recruitment end to end: define job profiles, source candidates, conduct first-round interviews, present shortlists, and manage the process from offer through to onboarding.

Own and run the full appraisal cycle, including tracking of individual and collective performance metrics, mid-year and year-end evaluations, and feedback sharing.

Own training and people development: assess skill gaps with department heads, define the annual training plan, and select and schedule programmes.

Oversee HR administration: payroll, social security declarations, employment contracts, personnel files and compliance with Lebanese labour law.

Track attendance, leave and absence across departments, and maintain visibility on coverage.

Report monthly on HR performance — time to fill, review and training completion, turnover, attendance accuracy — and act on what the numbers show.

Act as the reference point for managers and employees on people matters, from day-to-day questions through to disciplinary and exit processes.
Requirements
- Degree in business management, psychology, human sciences or a related field.
- Minimum 5 years of HR experience, ideally in a B2B environment.
- Proven experience designing or improving HR processes and governance systems. The ideal candidate has designed and run an appraisal programme in a B2B services environment.
- Solid knowledge of Lebanese labour law, social security and payroll practice.
- Good command of HR tools and modern evaluation methods; experience with an HRIS is an advantage.
- Proven experience dealing with stakeholders of diverse backgrounds and seniority.
- A high standard of confidentiality and professionalism in handling employee information.
- Fluent Arabic and English, French an advantage, with strong written communication — a significant part of this role is formalising what has never been written down.
- A reliable communicator. In a people role, words carry weight: you are precise about what you say, you follow through on it, and you can deliver a clear message at any level, from the shop floor to the CEO and the board.
- Proven ability to work autonomously and take initiative in an evolving, fast-paced environment.
