Role Overview
We are looking for an Arabic Business Analyst with strong legal knowledge, client-facing capabilities, and documentation skills to support government and digital transformation projects.
The candidate must be capable of understanding legal requirements, legislation, regulations, legal procedures and government processes and translating them into clear business rules, workflows and functional requirements for technology teams.
This is a client-facing role requiring excellent professional Arabic and English, strong analytical ability, and the confidence to work directly with legal experts, government officials, business stakeholders, designers, developers and QA teams.
Key Responsibilities
- Conduct requirement workshops and interviews with legal experts, government officials and business stakeholders.
- Analyse laws, regulations, policies, procedures and legal requirements relevant to the system being developed.
- Translate legal and regulatory requirements into business rules, system requirements, workflows, validations and decision logic.
- Identify legal dependencies, exceptions, restrictions, approval requirements and edge cases within business processes.
- Prepare high-quality BRDs, functional specifications, user stories, use cases, process flows, business rules, acceptance criteria and meeting minutes.
- Document As-Is and To-Be legal and operational processes.
- Review legal forms, applications, declarations, contracts, deeds, certificates and other official documents and map them to system processes.
- Work with legal SMEs to ensure requirements and system behaviour accurately reflect approved legal procedures.
- Communicate requirements clearly between Arabic-speaking clients and technical delivery teams.
- Prepare professional client documentation and presentations in Arabic and English.
- Work with UX/UI teams to ensure digital journeys correctly represent legal procedures and required declarations, acknowledgements and approvals.
- Support developers and QA teams in interpreting complex business and legal rules.
- Develop and review UAT scenarios and test cases, including complex legal scenarios, exceptions and edge cases.
- Participate in client demonstrations, UAT workshops and requirement-validation sessions.
- Maintain traceability from legal requirement → business rule → functional requirement → test case → delivered functionality.
Mandatory Qualifications
- Bachelor's degree in Law, Legal Studies, Business, Information Systems, Computer Science, Engineering, or a related discipline.
- Strong legal knowledge and experience working with legal or regulatory processes is mandatory.
- Ability to read and interpret Arabic legal and government documentation.
- Excellent spoken and written Arabic and English.
- Strong understanding of legal terminology in both Arabic and English.
- 3–6 years of relevant Business Analysis, Legal Analysis, Functional Consulting or digital transformation experience.
- Excellent client interaction, workshop facilitation and stakeholder-management skills.
- Demonstrated ability to produce clear and structured functional and legal-process documentation.
- Strong analytical skills with the ability to identify exceptions, conflicting rules, dependencies, eligibility conditions and complex scenarios.
- Ability to work effectively between legal/business stakeholders and software engineering teams.
Experience with Agile/Scrum, Jira, Azure DevOps, Confluence, Figma, Visio or similar tools is also desirable.
Ideal Candidate
The candidate should combine the mindset of a legal analyst and technology business analyst.
They must be comfortable discussing a legal procedure with lawyers or government officials in Arabic, examining the applicable rules and documentation, identifying exceptions and edge cases, and then converting those requirements into precise workflows and functional specifications that designers, developers and QA engineers can implement and test.
Arabic fluency, legal expertise, client-facing confidence and exceptional documentation skills are mandatory for this position.
