Company & Project Description
BLACKBULL LAW HOUSE, a corporate legal and LegalTech organization working in coordination with the BLACKBULL Chamber of Investment, is developing a new Dubai-based platform focused on international fundraising, project finance, institutional collaboration, LegalTech, legal-finance infrastructure, and business development for Indian companies and projects.
BLACKBULL is seeking an experienced Fundraising Chairperson capable of establishing a strong Dubai-based investor and institutional network and developing structured financing channels for eligible Indian businesses, assets, and projects.
The broader initiative also includes development of LegalTech, new banking and financial channels, an Indian NBFC ecosystem, legal training programs and institutions, and an international project-development platform for Indian businesses and professionals.
A significant initial mandate includes supporting BLACKBULL's targeted fundraising requirement of approximately USD 25 million, alongside development of financing channels for selected Indian corporate projects.
Role Description
The Fundraising Chairperson – Project Finance & International Capital will lead BLACKBULL's fundraising and institutional relationship strategy from Dubai.
This is not a conventional advisory or administrative position. The selected professional must have practical fundraising capabilities, credible investor relationships, project-finance expertise, and the ability to progress transactions from initial opportunity through financial closure.
The Chairperson will establish relationships with:
- Family offices and HNW/UHNW investors
- Private equity and private credit funds
- Investment companies and asset managers
- Banks and financial institutions
- Development and institutional finance organizations
- Corporate investment groups
- Strategic investors and co-investment partners
- International project-finance and structured-finance providers
Key Responsibilities
The Fundraising Chairperson will be responsible for developing a Dubai–India capital corridor for qualified Indian projects.
Responsibilities include originating and arranging project finance, growth capital, acquisition finance, structured finance, private credit, strategic investment, equity capital, and other commercially appropriate funding structures.
The Chairperson will identify international investors and institutions capable of financing Indian businesses and coordinate investor presentations, financial modelling, valuations, due diligence, negotiations, term sheets, transaction structuring, documentation, and financial closure.
The role also requires developing international relationships and collaborations that can provide recurring institutional capital rather than one-time funding arrangements.
Indian Asset-Backed Financing Development
A major objective is to explore financing solutions for qualified Indian companies supported by Indian commercial properties, business assets, operating cash flows, receivables, contracts, enterprise value, or other acceptable security.
For suitable transactions, BLACKBULL intends to explore financing requirements of up to approximately 40% of independently assessed eligible asset/property value.
This percentage is a target transaction parameter and not a guaranteed LTV or financing commitment. Every transaction will remain subject to independent valuation, lender/investor underwriting, security enforceability, due diligence, commercial viability, regulatory requirements, and final approval.
Depending upon the transaction and applicable legal framework, investment structures may involve:

NBFC & New Banking Channel Development
The Chairperson will also support BLACKBULL's proposed development of a new NBFC and institutional financial ecosystem in India.
Responsibilities may include identifying potential:
- NBFC acquisition or strategic participation opportunities
- Institutional funding alliances
- Banking and lending partnerships
- Private credit relationships
- Co-lending or eligible financial partnerships
- Technology and LegalTech integrations
- Corporate funding channels
- Investor and financial-institution collaborations
The objective is to establish a sustainable financial network capable of supporting Indian businesses through appropriately regulated structures.
Dubai Capital Platform
Dubai will operate as the principal international fundraising, investor-relations, institutional networking, transaction-coordination, and capital-development centre for the project.
The Chairperson will explore lawful structures through which eligible Indian businesses and assets can attract international capital while maintaining appropriate investor protections, financial reporting, governance, transaction controls, and regulatory compliance.
Where commercially and legally appropriate, the platform may explore India–UAE institutional, corporate, public-private, SPV, co-investment and strategic collaboration models.
Any cross-border capital movement, reserve arrangement, security structure, cash-flow control, profit distribution, offshore capitalization, or investment arrangement must comply with applicable Indian and UAE laws, including relevant foreign-exchange, RBI/FEMA, corporate, securities, NBFC, tax, AML/KYC and UAE regulatory requirements.
Candidate Requirements
Candidates should preferably have 10+ years of relevant professional experience in one or more of the following:

The ideal candidate must demonstrate:
- Previous fundraising or transaction execution experience.

- Strong knowledge of project and structured finance.
- Experience handling significant corporate transactions.
- Strong financial analysis, valuation and negotiation capabilities.
- Understanding of Indian business and financing structures.
- Knowledge of UAE/GCC investor markets.
- Ability to establish international institutional relationships.
- Capacity to coordinate transactions through due diligence and financial closure.
Performance & Execution Expectations
This position is specifically intended for a results-oriented fundraising professional.
Candidates should be prepared to demonstrate previous fundraising transactions, investor relationships, institutional connections, and a practical strategy for developing capital for BLACKBULL and qualified Indian projects.
The selected Chairperson will be expected to manage the complete transaction lifecycle:
Project Identification → Financial Assessment → Investment Structure → Investor Identification → Investor Presentation → Negotiation → Term Sheet → Due Diligence → Documentation → Financial Closure
The position requires measurable execution rather than general financial advisory alone.

BLACKBULL is therefore seeking a Fundraising Chairperson who can build relationships, originate capital, establish institutional alliances, structure transactions, support NBFC and financial-channel development, and convert qualified opportunities into completed financing transactions.
The position is intended for a senior professional who can take long-term responsibility for building BLACKBULL's Dubai fundraising platform and supporting its USD 25 million initial fundraising mandate and subsequent Indian project-finance pipeline.
