Job Description:
Lead portfolio and programme governance for time-bound strategic initiatives, keeping them aligned with LLT strategy whilst leaving Squad product backlogs in the hands of the Squads.
Oversee organisational change management across transformation programmes, so that new physical and digital clinical workflows are adopted smoothly.
Work directly with Board members, the C-Suite and BU Leaders at the Bi-Weekly Executive Project Portfolio Steering meeting, reporting on progress, managing capital allocation and resolving roadblocks there and then.
Build portfolio roadmaps using the ‘Ice, Water, Steam’ framework (the current quarter is locked, the next quarter is fluid and future quarters are conceptual). Manage budgets for time-bound projects, vendor SLAs and risk registers.
Line-manage and coach Project Managers, who lead finite initiatives, and Delivery Leads and Scrum Masters, who facilitate Squad ceremonies from outside the Squad. Encourage a culture of servant leadership throughout.
Assess risks across the portfolio and keep clear escalation routes open, so the C-Suite can step in when dependencies put revenue targets or delivery timelines at risk.
Maintain centralised portfolio dashboards in MS Planner and Power BI that act as a single source of truth for the executive team, and keep refining the PMO’s governance frameworks over time.
Job Requirements:
Qualifications:
Bachelor’s degree in Business Administration, Engineering, Management, or a related field (Master’s degree or MBA preferred).
Professional certification such as PMP (required or strongly preferred).
PROSCI or equivalent Change Management certification strongly preferred.
Experience:
7- 10 years of project management experience, including at least 5 years in a senior leadership or PMO management role.
A proven track record of working in a hybrid operating model, managing finite, time-bound projects alongside long-lived Agile Value Streams and Squads.
Experience managing project budgets, resources, and external vendors or partners.
Hands-on experience integrating change management into transformation initiatives.
Demonstrated experience reporting directly to C-Suite/Board executives on portfolio health, capital trade-offs, and risk mitigations.
Technical Skills:
Expert command of hybrid delivery management, applying Waterfall and PMP methods to physical facility builds, and outcome-driven frameworks such as OKRs, Scrum and Kanban to digital and operational streams.
Expertise in project planning, resource allocation, budgeting, and risk management.
Confident use of enterprise portfolio tools such as MS Planner, Jira Align and Power BI, with experience designing PMO governance frameworks.
Ability to design and maintain PMO governance frameworks, standards, templates, and reporting dashboards.
Leadership and Soft Skills:
Strong leadership skills, with the ability to direct, coach, and motivate teams in a collaborative, high-performance culture.
Excellent communication, presentation, and negotiation skills, with the credibility to engage senior executives and sponsors.
Strategic thinking, strong problem-solving, and sound decision-making under pressure.
Stakeholder management and relationship-building skills across internal and external parties.
Strong analytical skills and attention to detail in documentation and reporting.
A continuous improvement mindset, with the ability to identify and implement process enhancements.
The ability to work comfortably within a matrix organisation, balancing the needs of the C-Suite with the autonomy of the Squads.
Language:
Fluent in English and Arabic, written and spoken (adjust to your needs).
