Estimating & Tendering Manager | Riyadh, Saudi Arabia

Outdoor Factory Middle East & Africa (ODF) delivers high-end fit-out, theming and specialist projects that set the benchmark in the region. As we expand our presence in Saudi Arabia, we are building a strong in-house estimating and tendering capability, and we are looking for an Estimating & Tendering Manager to lead it from Riyadh.
This is a role for an estimator who wants real ownership. You will be the person management relies on for a complete, traceable and realistic cost position on complex, design-led projects, and you will run the tender process that supports it. You will work directly with Procurement and the Pre-Construction lead, influence how we package and price work, and see your judgement reflected in the tenders we win.
We are not looking for a rate-filler. We are looking for a commercial thinker who reads the full scope, challenges quantities and quotations, understands how things are actually built, and identifies cost risk before it becomes a problem.
What You Will Do
Tender Analysis and Estimating
Analyse ITT documents, BOQs, drawings, specifications and addenda to identify omissions, inconsistencies and scope gaps
Carry out high-accuracy quantity spot checks and build detailed rate build-ups covering labour, materials, plant, logistics, installation and testing
Price preliminaries, mobilisation, temporary works, mock-ups and close-out requirements, translating programme and methodology into cost
Packaging and Market Engagement
Define tender packaging strategies and prepare RFP packages, Scope Responsibility Matrices and Scopes of Work
Evaluate subcontractor and supplier quotations for technical and commercial completeness, and ensure bids are directly comparable
Coordinate closely with Procurement throughout the RFQ process
Risk, Value and Reporting
Maintain assumptions, exclusions and a cost-risk register with appropriate allowances
Support value engineering and alternative materials, methods and sourcing
Prepare cost summaries and management review reports, and build our historical cost and benchmarking database
Tender Leadership
Lead technical briefings and pre-bid meetings, support post-tender clarifications and provide a structured cost handover on award
Bachelor's degree in Civil Engineering, Architecture, Quantity Surveying or a related construction discipline
7–10 years of construction estimation experience, ideally in GCC/KSA high-end fit-out, hospitality or specialist contracting
Strong knowledge of labour, materials and subcontract pricing, with sound commercial judgement and the confidence to challenge incomplete quotations
Advanced Excel skills; experience with CostX, Bluebeam, PlanSwift, Revit/Navisworks or similar take-off tools is a plus
Good command of English; Turkish and Arabic is an advantage
Experience with joinery, architectural finishes, stone, lighting, sanitary ware and specialist packages is highly valued
