Role Purpose:
The KSA Country Manager (KCM) is responsible for overall management, operational performance, commercial results, and business development of the KSA activities.
Provides strategic and operational leadership across multiple projects, contracts, and disciplines, ensuring that all activities are executed safely, efficiently, on schedule, within budget, and in accordance with contractual, technical, quality, HSE, and regulatory requirements.
A senior country-level interface between the Company’s projects, clients, consultants, subcontractors, suppliers, and Head Office in Kuwait, while also being responsible for developing the Company’s market presence, identifying new opportunities, and supporting sustainable revenue and profitability growth.
Key Responsibilities:
- Area & Project Operations
• Overall leadership and management of operations in achieving project objectives, milestones, contractual commitments, and profitability targets
• Monitor project progress, schedules, budgets, forecasts, manpower, resources, procurement, construction, commissioning, and close-out activities
• Identify project risks, delays, operational constraints, and resource requirements and ensure timely corrective and recovery actions
• Ensure effective coordination between Engineering, Estimation, Procurement, Construction, Project Controls, HSE, QA/QC, Commercial, Finance, and project teams
- Financial & Commercial Management
• Monitor and drive financial performance and profitability of KSA operations and projects
• Review budgets, cost reports, forecasts, cash flow, commitments, productivity, and resource requirements with the relevant teams and ensure effective cost-control measures
• Review and support tender estimates, commercial proposals, variations, claims, change orders, extensions of time, and other contractual matters
- Business Development & Market Growth
• Lead and actively participate in business development activities across the KSA.
• Identify new projects, clients, markets, partnerships, and revenue opportunities aligned with the Company’s strategic objectives
• Develop and maintain strong relationships with key clients, consultants, EPC contractors, international contractors, government entities, and strategic business partners
• Monitor market developments, upcoming projects, tenders, and investment opportunities within the Power, Oil & Gas, Energy, and Industrial sectors
• Support prequalification, tendering, strategic bidding, negotiations, and securing new contracts
- Client & Stakeholder Management
• Maintain senior-level relationships with existing and potential clients and strategic stakeholders
• Ensure high levels of client satisfaction and promote repeat business and long-term relationships
• Represent the Company at key client, consultant, contractor, and business development meetings
- HSE, Quality & Compliance
• Ensure all KSA activities comply with applicable laws, regulations, client requirements, Company policies, HSE standards, and Quality Management Systems
• Monitor HSE and Quality performance
• Conversant with Saudi labor/regulatory environment
Qualifications
• Education: Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field; MBA/master’s degree is an advantage
• Experience: 15+ years of experience in construction, engineering, or technical services, including significant senior management experience in the Oil, Gas, Energy and Power Sectors
• Project Management: PMP certification preferred, with strong knowledge of project planning, cost, schedule, risk, quality, and delivery
• Commercial & Financial Management: Strong experience in P&L management, budgeting, contracts, FIDIC, procurement, tendering, claims, and business development
• Leadership & Business Development: Proven ability to lead multidisciplinary teams, develop client relationships, win new business, negotiate contracts, and drive company growth
• Saudi Market Knowledge: Strong understanding of the Saudi construction/services market, local regulations, Saudization requirements, government/client processes, and preferably substantial Saudi/GCC experience
