Africell, the pan-African mobile telecommunications company, is recruiting a Commercial Procurement Specialist to be based in Beirut “Connect Hub”, Lebanon.
The role is responsible for:
- Manage procurement requests for commercial and non-technical categories, including Marketing, Sales, Administration, Facilities, HR, Professional Services, Travel, Promotional Materials, Office Supplies, and other general business requirements.
- Receive and review Purchase Requests (PRs) and ensure that specifications, quantities, budgets, and required approvals are properly provided before initiating the procurement process.
- Prepare and issue RFQs/RFPs to qualified suppliers and ensure competitive sourcing whenever applicable.
- Collect, review, and commercially evaluate supplier quotations.
- Prepare commercial comparison sheets covering pricing, payment terms, delivery schedules, warranties, commercial conditions, and other relevant criteria.
- Support negotiations with suppliers to achieve competitive pricing, improved payment terms, better delivery conditions, and overall commercial value.
- Coordinate with internal stakeholders to clarify requirements and support supplier selection.
- Prepare and process Purchase Orders (POs) through the company's ERP/procurement system and follow up on the required approval workflow.
- Follow up with suppliers on PO acknowledgment, production, delivery, documentation, and completion of orders.
- Support supplier registration and onboarding and ensure required commercial and compliance documentation is completed.
- Maintain and regularly update the supplier database, pricing database, and procurement records.
- Identify and source potential new suppliers to increase competition and improve commercial terms.
- Assist in evaluating supplier performance based on pricing, quality, responsiveness, delivery, and contractual compliance.
- Coordinate with Finance and Accounting teams regarding invoices, payment status, and supplier-related commercial issues.
- Coordinate with Logistics, Administration, Marketing, HR, and other departments to ensure timely delivery and completion of procurement requirements.
- Support the preparation and review of commercial agreements, service agreements, quotations, and related procurement documentation.
- Monitor contract and service renewal dates and support the renewal or re-tendering process when required.
- Prepare procurement reports covering purchase orders, savings, supplier performance, outstanding orders, pending requests, and procurement activities.
- Maintain proper documentation and audit trials for all procurement transactions.
- Ensure compliance with Africell's procurement policies, approval procedures, and supplier onboarding requirements.
- Perform other procurement-related duties assigned by the Group Procurement Director.
You will work with the Commercial team to achieve the contribution to Africell’s mission of bringing affordable, fast, and secure mobile connectivity to millions of customers across Africa.
The ideal applicant will have at least 1-4 years’ experience in:
- Procurement, purchasing, sourcing, supply chain, or a related commercial function.
- Experience in commercial items, technology, multinational, or multi-country organizations would be an advantage.
- Good understanding of procurement processes, including RFQs, commercial evaluations, POs, supplier management, and delivery follow-up.
- Exposure to ERP/procurement systems is preferred.
- Strong knowledge of Microsoft Excel, Word, PowerPoint, and Outlook.
- Excellent command of English, both written and spoken. French would be an advantage.
