ROLE SUMMARY:
The Camp Operations Director, Location: Dabaa , is responsible for leading end-to-end operations of workforce accommodation camps and facilities. The role ensures efficient, safe, and compliant camp operations, maximizes occupancy and profitability, maintains high standards of accommodation and facility management, and aligns camp operations with overall investment strategy.
This is a leadership role requiring strong strategy, problem-solving, and people management skills to manage large-scale camp facilities serving 1000+ residents, while ensuring compliance with local laws, health & safety protocols, and investor requirements
KEY RESPONSIBILITIES:
1. Camp Operations & Accommodation Management

Direct and oversee daily operations of all camp accommodations and facilities including housing units, kitchens, dining halls, laundry, recreation areas and security.

Ensure optimal allocation of accommodation units, manage check-in/check-out, transfers, and relocations of residents, and maintain high occupancy rates aligned with budgeted headcount and investment targets.

Ensure continuous compliance with company policies and procedures, and adherence to pertinent local laws and regulations regarding labor accommodation standards.

Follow Health and Safety protocols to identify and mitigate risks, ensuring safeguarding of environment and well-being of residents and staff.

Ensure facilities for staff and residents meet 5-star camp standards for cleanliness, maintenance, and functionality.
2. Facility Management & Maintenance

Lead preventive and corrective maintenance programs for all accommodation and facility assets - HVAC, plumbing, electrical, infrastructure.

Coordinate with maintenance teams and external vendors to ensure minimal downtime and efficient staff structure for facility operations.

Implement cost control measures for utilities, maintenance, and consumables while maintaining quality standards.

Conduct regular audits of camp facilities to ensure compliance with company policies and health and safety protocols.
3. Strategy, Investment & Business Performance

Develop and execute camp operations strategy aligned - focused on maximizing ROI, reducing operational costs, and improving resident experience.

Provide analyses of operational data, identify key trends, and generate insights that facilitate diagnosing business issues, enhancing operational efficiency, and improving business performance.

Manage budgeted hours, headcount allocation, and OPEX budget for all camp operations - coordinate allocation efficiently to meet productivity goals.

Support feasibility studies for new camp developments and expansions from an operations perspective.

Collaborate with business stakeholders - Investors, Project Managers, HR, HSE - to maintain productive and efficient camp workforce.
4. Leadership & Problem Solving

Lead, develop, and manage a multidisciplinary team of Camp Managers, Facility Supervisors, HSE Officers, and support staff - advise managers on developing and leading teams effectively.

Provide advice and guidance to managers in developing, documenting, and communicating solutions for individual Employee Relations cases, maintenance issues, and operational challenges.

Act as escalation point for complex operational problems - accommodation shortages, facility failures, resident grievances, compliance issues - and deliver effective, data-driven solutions.

Support performance review cycle, maintain appraisal system, and communicate learning needs and training requirements to Talent Development department.

Ensure consistent implementation of employees' activities, gatherings, and engagement programs for camp staff and residents.
QUALIFICATIONS & EXPERIENCE:
Must Have:
-
Bachelor's degree in Real Estate, Business Administration, Facility Management, Hospitality Management, Engineering, or related field. MBA or Real Estate Investment qualification is a plus.

Minimum 5 years of experience in Camp Operations, Accommodation Management, Facility Management, or Real Estate Operations, preferably within Real Estate Investment, Construction, Oil & Gas, or Large-Scale Workforce Housing.

Proven track record in managing large-scale camps / compounds [1000+ residents] including accommodations and facility operations.

Strong background in Real Estate Investment operations - understands ROI, occupancy, OPEX optimization, and investor reporting.

Leadership Skills: Proven ability to lead and develop teams of 50+ staff across multiple geographic areas, drive performance, and maintain a productive and efficient workforce.

Problem-Solving Skills: Exceptional ability to diagnose operational issues, analyze HR and operational data, identify root causes, and develop, document, and communicate practical solutions under pressure.

Strategic Thinking: Ability to develop and implement camp operations strategy aligned with investment goals, optimize staff structure, and improve business performance.

Compliance & HSE: Strong knowledge of local laws and regulations for labor camps, health and safety protocols, and company policies.
