Site Service Development Lead

Description
The Site Service Development Lead manages infrastructure projects for the Site Services department within a major project in Luleå. Working within the Owner's team, this role combines project management and construction management, leading assigned projects from initial need and scope definition through design, procurement, construction, and handover. Regular site presence is required to follow up on progress, cost, quality, HSEQ, and contractor performance.
The project portfolio primarily covers common infrastructure in general project areas outside those controlled by main contractors. Projects may include site roads, parking areas, laydown areas, temporary utilities, erection of temporary tents, expansion of project offices, and construction of project accommodation facilities.
Key Responsibilities
- Lead assigned projects through the applicable stage-gate process, establishing scope, requirements, delivery plans, and decision points.
- Coordinate engineering input, define technical interfaces, and review designs and contractor submissions.
- Support procurement with RFQs, tender clarifications, technical evaluations, and recommendations for contractor selection.
- Act as the Owner's day-to-day project and construction management representative on site, following up on progress, quality, HSEQ, and schedule.
- Maintain cost estimates, forecasts, schedules, risk and issue registers, decision logs, and change records. Review contractor submissions and proposed changes within delegated authority.
- Coordinate dependencies with Site Services Operations, Logistics, Site Planning, HSEQ, Environmental, Procurement, Project Controls, and receiving functions.
- Follow up on permits, risk assessments and method statements, inspections, testing, and quality records. Escalate unsafe or non-compliant work in line with site procedures.
- Coordinate final inspections, follow up on outstanding work and punchlists, ensuring as-built documentation is complete before formal handover to the receiving function.
Requirements
- University degree in Civil Engineering, Construction Engineering, Infrastructure Engineering, or equivalent technical qualification or relevant professional experience.
- Minimum 5 years' experience in construction, infrastructure, or industrial projects, including Project Management and/or Construction Management within an Owner's team or client organisation.
- Proven capability delivering civil works, site infrastructure, and industrial projects, including managing contractors and consultants through procurement, design, and construction.
- Strong cost, schedule, risk, and change-control skills; experience maintaining estimates, forecasts, risk registers, and decision logs.
- Experience supporting RFQ/tender processes, technical evaluations, and contractor follow-up; familiarity with common construction contract forms and commercial processes.
- Professional English; strong stakeholder management, leadership, and coordination skills.
- Regular presence at the Mini Mill site in Luleå is required.
Nice to Have
- Experience with AB 04 / ABT 06 or equivalent contract forms and in an industrial Owner's environment.
- Swedish language skills and prior experience in heavy industry or steel production site contexts.
- Familiarity with logistics area development, temporary roads, laydown areas, temporary utilities, and site planning for industrial projects.
