Senior Quantity Surveyor – Jizan Project (Site-Based)

Position Overview
We are seeking a highly capable Senior Quantity Surveyor / QS Engineer to join our site team on the Jizan project. The role focuses on contract commercial management during the execution phase: monthly progress measurement and payment applications, variations, and the preparation and follow-up of claims. The successful candidate will work closely with the site engineering team, planning, procurement and the head office commercial team to ensure accurate, well-substantiated payment and claim submissions.
Key Responsibilities
Progress Payments & Measurement
Prepare and submit monthly interim payment applications (IPCs) in line with the contract BOQ and payment terms
Carry out joint measurements with the site team, client and consultant, and reconcile executed quantities against BOQ
Perform quantity take-offs and verification from PDF drawings, AutoCAD drawings, IFC/shop drawings, as-built drawings and BIM models
Track work progress with site engineers and maintain measurement sheets, quantity records and supporting documents
Follow up on payment certification, resolve comments and queries, and monitor payment status
Variations & Claims
Identify variations, changes in scope, design changes and instructions that may give rise to cost or time entitlements
Prepare and submit contractual notices within the required time limits
Prepare Variation Orders (VOs), claims for additional cost, and Extension of Time (EOT) submissions with full supporting records (correspondence, site records, RFIs, instructions, programme impact)
Prepare cost and quantum calculations for prolongation, disruption and acceleration claims where applicable
Support negotiations and clarification meetings with the client and consultant
Subcontractor & Cost Management
Evaluate subcontractor quotations and prepare bid comparisons
Review and certify subcontractor and supplier progress claims, and manage back-to-back valuations
Prepare cost-to-complete, cost vs. revenue reports and forecasts for project management
Prepare and update BOQs, quantity breakdowns and cost estimates for revised or additional scope
Coordination & Documentation
Review contract documents, specifications and drawings to identify scope gaps, design inconsistencies and commercial risks
Prepare and manage RFIs and technical/commercial correspondence
Coordinate with site, engineering, planning, procurement and head office commercial teams
Maintain organized records of quantities, IPCs, VOs, claims, RFIs, correspondence and drawing revisions
Utilize Planswift and Bluebeam for digital measurement and drawing analysis
Minimum Requirements
Bachelor's Degree in Civil Engineering, Quantity Surveying or Construction Management
Minimum 7 years of dedicated experience in Quantity Surveying, including site-based contract administration
Proven experience in preparing monthly progress payments, variations and claims on construction projects
Strong understanding of construction drawings, specifications and contract conditions (FIDIC)
Proven experience in BOQ preparation and digital quantity take-offs
Required Technical Skills
Planswift – digital quantity take-offs
Bluebeam Revu – measurement and drawing markup
AutoCAD – drawing review and verification
BIM software (Revit / Navisworks or similar) – model review and quantity extraction
Advanced Microsoft Excel – cost analysis, valuations and BOQ preparation
Preferred Experience
Experience in a contractor's site commercial team on large-scale construction or infrastructure projects
Experience in claims preparation (EOT, prolongation, disruption) and delay analysis support
Familiarity with international measurement standards (POMI, NRM, CESMM)
Exposure to Saudi Arabia or wider Middle East projects
