The RoleWe are seeking an experienced Senior Healthcare Compliance Specialist to oversee healthcare compliance programs, assess regulatory risks, strengthen internal controls, and support ethical business practices across relevant healthcare, pharmaceutical, medical device, life sciences, and healthcare service activities. The ideal candidate will bring strong expertise in healthcare regulations, compliance monitoring, policy development, risk assessment, internal audits, privacy requirements, and regulatory documentation.
This role will focus on identifying and mitigating compliance risks, monitoring regulatory developments, supporting investigations, and promoting a culture of accountability and integrity. The Senior Healthcare Compliance Specialist will collaborate with Legal, Regulatory Affairs, Quality Assurance, Medical Affairs, Pharmacovigilance, Human Resources, Procurement, Finance, IT, external consultants, healthcare partners, and senior leadership to ensure that applicable activities comply with relevant United Arab Emirates laws and regulations, healthcare industry standards, contractual obligations, and organizational policies.
Key Responsibilities
- * Develop, implement, maintain, and continuously improve healthcare compliance policies, procedures, standards, and internal control frameworks.
- Monitor applicable UAE healthcare laws, regulations, regulatory guidance, and industry requirements affecting organizational activities.
- Assess regulatory developments and communicate their implications to relevant departments and senior management.
- Maintain a healthcare compliance obligation register covering applicable legal, regulatory, ethical, and contractual requirements.
- Conduct periodic compliance risk assessments to identify potential violations, control deficiencies, and emerging business risks.
- Develop risk-based compliance monitoring plans, assessment schedules, and corrective action priorities.
- Evaluate business processes, operational activities, and third-party relationships against applicable healthcare compliance requirements.
- Establish and maintain compliance controls designed to prevent, detect, and address potential regulatory breaches.
- Review organizational policies and procedures to ensure alignment with applicable healthcare laws and internal governance standards.
- Support the development and implementation of a comprehensive healthcare compliance program.
- Establish clear processes for reporting, documenting, investigating, and escalating compliance concerns.
- Maintain accurate records of compliance assessments, findings, investigations, approvals, and remediation activities.
- Coordinate internal compliance reviews and periodic assessments across relevant business functions.
- Support internal audits, external audits, regulatory inspections, and third-party compliance assessments.
- Prepare audit documentation, evidence packages, management reports, and responses to compliance-related inquiries.
- Identify compliance gaps and coordinate corrective and preventive action (CAPA) plans with responsible departments.
- Monitor remediation activities to ensure that corrective actions are completed within established timelines.
- Evaluate the effectiveness of implemented controls and recommend improvements where necessary.
- Support investigations into suspected misconduct, policy violations, conflicts of interest, and potential regulatory breaches.
- Conduct or coordinate fact-finding activities, document findings, and maintain appropriate investigation records.
- Apply consistent and risk-based approaches to investigating compliance concerns while preserving confidentiality.
- Escalate significant issues to Legal, Compliance leadership, or senior management in accordance with established procedures.
- Support the implementation and monitoring of codes of conduct, ethics policies, and organizational integrity standards.
- Promote compliance with applicable anti-bribery, anti-corruption, fraud prevention, and conflict-of-interest requirements.
- Review potential conflicts of interest involving employees, consultants, healthcare professionals, suppliers, and business partners.
- Support appropriate due diligence procedures for healthcare-related third parties and external service providers.
- Assess third-party compliance risks before engagement and throughout the business relationship.
- Collaborate with Procurement and Contract Management teams to incorporate appropriate compliance provisions into agreements.
- Review supplier and service-provider documentation, certifications, declarations, and compliance commitments.
- Monitor third-party performance against contractual, ethical, regulatory, and organizational requirements.
- Support compliance controls governing interactions with healthcare professionals, healthcare organizations, researchers, and external medical experts.
- Review applicable requirements for consulting arrangements, advisory boards, educational events, sponsorships, grants, and professional service agreements.
- Help ensure that payments, honoraria, reimbursements, and other transfers of value are appropriately justified, approved, documented, and disclosed where required.
- Support compliance with applicable restrictions on healthcare marketing, product promotion, advertising, and medical communications.
- Review promotional and educational materials for potential compliance risks, unsupported claims, and inconsistencies with approved product information.
- Coordinate with Medical Affairs, Regulatory Affairs, and Marketing to ensure appropriate review and approval of healthcare-related communications.
- Maintain appropriate separation between scientific exchange, commercial promotion, and compliance oversight.
- Support compliance with applicable requirements for pharmaceutical products, medical devices, healthcare services, and regulated medical activities.
- Coordinate with Regulatory Affairs and Quality Assurance to monitor compliance with relevant licensing, registration, certification, and quality obligations.
- Review operational processes for adherence to applicable healthcare licensing and authorization requirements where relevant.
- Support compliance activities relating to clinical research, clinical trials, research ethics, and protection of research participants where applicable.
- Monitor adherence to approved protocols, consent procedures, ethics approvals, and research governance requirements within the organization's scope.
- Collaborate with Clinical Research teams to identify and address clinical compliance risks.
- Coordinate with Pharmacovigilance teams to support compliance with applicable adverse event reporting and product safety obligations.
- Ensure that safety concerns identified through compliance reviews are escalated to the appropriate personnel.
- Support compliance with healthcare data privacy, confidentiality, and information security requirements.
- Review processes involving patient information, clinical records, personal data, and other sensitive healthcare information.
- Coordinate with Legal, Privacy, and IT teams to assess data protection risks and strengthen relevant controls.
- Monitor access controls, data handling procedures, retention practices, and authorized disclosure processes for sensitive information.
- Support the management of data incidents and privacy-related compliance concerns in accordance with established escalation procedures.
- Review policies governing electronic records, electronic signatures, system access, audit trails, and information retention where applicable.
- Collaborate with IT and cybersecurity teams to assess compliance risks associated with healthcare systems and sensitive information.
- Develop and maintain compliance training programs tailored to healthcare operations and regulatory responsibilities.
- Deliver training on ethics, conflicts of interest, anti-corruption, privacy, healthcare interactions, reporting obligations, and internal policies.
- Maintain training records and monitor completion of mandatory compliance education.
