Job Purpose
The Recruitment Team Leader – (Blue Collar) is responsible for leading and managing end-to-end recruitment activities for high-volume blue-collar workforce requirements. The role will ensure timely manpower deployment while maintaining recruitment quality, approved manpower budgets, documentation standards, and company policies.
The position will supervise the recruitment team, coordinate with operations and hiring departments, manage recruitment agencies and overseas recruitment partners, and closely monitor recruitment progress from manpower request through candidate mobilization and deployment
Key Responsibilities
1. Blue-Collar Recruitment
- Lead end-to-end recruitment for blue-collar and skilled/semi-skilled manpower requirements.
- Handle high-volume recruitment for positions such as Helpers, Masons, Carpenters, Steel Fixers, Electricians, Plumbers, Welders, Fabricators, Machine Operators, Drivers, Technicians, and other operational positions.
- Review approved manpower requirements and establish recruitment priorities based on operational needs.
- Source candidates through local recruitment, overseas recruitment agencies, job portals, referrals, databases, walk-in interviews, and recruitment campaigns.
- Organize and coordinate bulk recruitment drives, trade tests, and selection campaigns.
- Conduct initial screening and ensure shortlisted candidates meet position requirements.
2. Team Leadership
- Lead, guide, and supervise recruiters/coordinators handling blue-collar recruitment.
- Allocate recruitment requirements among team members and monitor individual progress.
- Set recruitment targets and ensure vacancies are closed within agreed timelines.
- Conduct regular follow-ups with the recruitment team regarding pending requirements.
- Coach team members on screening, interviewing, documentation, candidate engagement, and recruitment procedures.
- Monitor team productivity and identify areas for improvement.
3. Manpower Planning & Vacancy Management
- Coordinate with department heads and operations teams to understand current and upcoming manpower requirements.
- Verify manpower requests against approved vacancies and manpower plans before initiating recruitment.
- Maintain an updated vacancy tracker showing required, selected, offered, mobilized, joined, and pending candidates.
- Prioritize urgent requirements based on project and operational deployment schedules.
- Provide regular recruitment status reports to management.
4. Recruitment Agency & Overseas Hiring Coordination
- Coordinate with approved local and overseas recruitment agencies for bulk manpower requirements.
- Share manpower requirements, job specifications, salary details, and selection criteria with recruitment partners.
- Arrange overseas recruitment campaigns and interviews when required.
- Monitor agency performance based on candidate quality, volume, turnaround time, and joining ratio.
- Ensure recruitment partners comply with company requirements and applicable recruitment procedures.
5. Candidate Selection & Offer Management
- Coordinate interviews, technical assessments, and trade tests with hiring departments.
- Ensure candidate selection is appropriately documented and approved.
- Coordinate salary and offer approvals according to the approved salary structure.
- Manage offer issuance, acceptance, and candidate follow-up.
- Maintain regular communication with selected candidates to minimize offer dropouts and no-shows.
6. Mobilization & Onboarding Coordination
- Work closely with HR operations, PRO, administration, travel, and relevant teams to facilitate candidate mobilization.
- Monitor documentation, visa processing, medical requirements, travel arrangements, and expected arrival dates.
- Track selected candidates from offer acceptance until joining and deployment.
- Ensure timely handover of newly joined employees for onboarding and operational deployment.
- Identify mobilization delays and escalate critical cases appropriately.
7. Recruitment Documentation & Compliance
- Ensure all recruitment activities follow approved company procedures and applicable UAE employment requirements.
- Verify required candidate documents before processing.
- Maintain proper recruitment records, interview evaluations, approvals, offers, and candidate documentation.
- Ensure recruitment activities follow authorized salary ranges and approved manpower requirements.
- Maintain confidentiality of candidate, employee, and company information.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
- Professional HR/recruitment certification will be an advantage.
Experience
- 8-10 years of recruitment experience, with significant exposure to blue-collar/high-volume recruitment.
- Experience in construction, manufacturing, building materials, industrial, facilities management, contracting, or related sectors is highly desirable.
- Strong experience in both local and overseas bulk recruitment.
- UAE/GCC recruitment experience is preferred.
