The Director – Project Management Office (PMO) is a senior enterprise leadership position responsible for establishing, leading, and continuously developing Tharaa’s Project Management Office as a central governance, performance, planning, and strategic execution function.
The role provides the CEO and executive leadership with an integrated view of the organization's development portfolio, projects, programs, priorities, risks, resources, costs, schedules, commercial performance, and strategic commitments.
The PMO Director ensures that Tharaa's projects and development initiatives are not managed as isolated activities, but as an integrated portfolio of investments and strategic outcomes, governed through consistent standards, disciplined decision-making, reliable information, and clear accountability.
The position establishes the frameworks, controls, reporting mechanisms, governance disciplines, and performance standards necessary to ensure that projects are:
Strategically aligned → Properly planned → Commercially understood → Effectively governed → Professionally executed → Measurably delivered.
The PMO Director serves as a critical bridge between strategy and execution, enabling executive management to make timely, evidence-based decisions while ensuring that project teams retain clear operational accountability.
KEY RESPONSIBILITIES
1- Define the PMO mandate, governance framework, operating model, authority, responsibilities and interfaces.
2- Establish clear project governance requirements based on project size, complexity, risk and strategic importance.
3- Define minimum project-management requirements and mandatory controls.
4- Monitor portfolio capacity, resources, risks and interdependencies, level of cost, schedule and performance trends.
5- Identify conflicts between projects and strategic priorities.
6- The PMO Director shall establish appropriate governance gates, including:
- project initiation;
- business case approval;
- development approval;
- design-stage approvals;
- budget approval;
- procurement readiness;
- construction readiness;
- major change approval;
- completion/handover;
- project closeout.
7- Establish an integrated project-performance framework covering: Scope, Schedule, Cost, Quality, Risk, Commercial, Resources.
8- The PMO shall provide the CEO and executive management with appropriate:
- weekly dashboards;
- monthly portfolio reports;
- project health reports;
- executive summaries;
- risk reports;
- milestone reports;
- budget and forecast reports;
- strategic initiative reports;
- exception reports.
9- The PMO should identify emerging problems before they become material business consequences.
- Potential triggers include:
- significant schedule variance;
- forecast cost overrun;
- critical-path deterioration;
- major design issues;
- unresolved technical decisions;
- procurement delays;
- contractor underperformance;
- major commercial claims;
- uncontrolled scope change;
- regulatory/authority delays;
- critical resource shortages;
- major risk exposure.
10- Lead the development of an integrated project-controls environment covering:
- planning;
- scheduling;
- cost control;
- earned-value or equivalent performance measurement where appropriate;
- forecasting;
- change control;
- risk;
- reporting;
- document control;
- progress measurement.
11- Establish an integrated project and portfolio risk framework.
12- Support management in evaluating major projects and initiatives before committing significant resources.
13- Establish a systematic lessons-learned process.
Skills
- Bachelor's degree in Engineering, Construction Management, Project Management, Real Estate Development or related discipline.
- Significant senior experience in PMO, program management, project management or portfolio management.
- Strong experience within real estate development, construction, infrastructure Mega projects
- Demonstrated experience establishing or leading a PMO.
- Strong project governance and project-controls knowledge.
Preferred
Master's degree in relevant field.
PMP, PgMP, PMI-PMOCP, PRINCE2, AACE, RICS or equivalent professional qualification.
Experience with real-estate development organizations.
Experience establishing a PMO from the ground up.
Experience with large-scale or multi-project portfolios.
