Purpose of the JobThe Quantity Surveyor shall manage and execute quantity surveying activities across the full contract lifecycle, including contracting strategy input, tender preparation, evaluation, contractor selection, post-contract valuation, change assessment, and final account settlement.
The role covers estimating, quantification, progressive valuation of completed works, and assessment of changes against scope, plan, entitlement, and pricing mechanisms. The Quantity Surveyor shall also support demand management, challenge specifications and cost assumptions, influence commercial decisions, resolve measurement, valuation, and payment disputes in a principled manner to protect the Company s interests and preserve contract value.
The Quantity Surveyor shall review drawings, specifications, scopes of work, contract documents, BOQs, schedules of rates, and other commercial documents to establish quantities, cost requirements, pricing basis, and contractual entitlement.
Qualifications / Experience NeededBachelor s degree in quantity surveying or equivalent.
Minimum 4 years experience in quantity surveying, preferably within oil & gas.
Membership of a recognized professional body, such as RICS or CIPS, is an advantage.
Strong knowledge and practical application of measurement, valuation, estimating, contract pricing mechanisms, and post-contract commercial administration.
Principal AccountabilitiesMaintain HSE as the priority through compliance with ORGANISATION House Rules, ORGANISATION HSE Golden Rules, and ORGANISATION Life Saving Rules.
Comply with the Code of Conduct, Anti-Bribery and Corruption Policy, Company General Business Principles, ISAT, and IT compliance requirements.
Declare any Conflicts of Interest and safeguard the Company s interests.
Prepare cost estimates at different stages of project design and execution.
Manage post-contract commercial activities, including expenditure monitoring, reporting, cash flow forecasting, commitment tracking, cost allocation, and spend visibility against contract value.
May be assigned responsibility for a contract, area, or cluster of contracts, and when assigned, shall be accountable for coordinating QS deliverables, commercial controls, KPI reporting, and issue escalation within the assigned cluster.
Measure and value construction works in accordance with the contract.
Support post-award contract administration from commencement through final completion and close-out in accordance with contract terms and conditions.
Assess contractor claims, prepare the Company s commercial position, and support dispute resolution through negotiation or other contractual mechanisms.
Negotiate and settle final accounts at contract close-out, ensuring all measured works, variations, and contractual entitlements are agreed and documented.
Manage SAP technical verification and financial support for Purchase Order payments in line with Company procedures.
Maintain good office administration and filing systems.
Maintain strong knowledge and understanding of the QS role, its function within the organization, and the expectations of the role.
Support and coach less experienced Quantity Surveyors and relevant stakeholders to develop in-house talent and meet current and future challenges.
Advise on and drive awareness of typical industry Health, Safety, and Environmental risks, including the behaviors and controls required to mitigate them.
Review engineering drawings, specifications, scopes of work, BOQs, schedules of rates, and contract documents to identify scope, quantities, measurement requirements, and cost implications.
Prepare, review, and validate quantity take-offs, BOQ quantities, rate build-ups, and cost calculations in support of estimating, tendering, valuation, variation assessment, and final account settlement.
Conduct site visits, where required, to verify work progress, completed quantities, site records, measurement sheets, and contractor payment submissions.
Review contractor payment applications, invoices, supporting documents, and measured quantities to ensure payments are accurate, contractually supported, and aligned with Company procedures.
Support procurement and tendering activities by reviewing material costs, service costs, contractor quotations, commercial submissions, and pricing assumptions.
Identify cost risks, value leakage, overpayment risks, and cost-saving opportunities, and recommend corrective commercial actions to protect Company value.
Develop, review, and justify Star Rates for items not covered under the existing contract rates, ensuring that the rate build-up is fair, auditable, commercially sound, and aligned with contract pricing principles, market benchmarks, productivity assumptions, labor, material, equipment, overheads, and profit components.
Assess contractor Star Rate submissions, challenge unsupported assumptions, negotiate fair rates, and prepare the Company s commercial position for approval in line with the applicable delegation of authority and contract procedures.
