Position OverviewThe Project Manager leads the planning, execution, and handover of aviation jet fuel infrastructure projects, delivering them safely, on time, within budget, and to international aviation fuel standards. Scope covers fuel farms, hydrant networks, pipelines, tank storage, pump stations, filtration, and associated control and safety systems.
The role is accountable for the full project lifecycle, from feasibility and design review through construction, commissioning, and operational takeover, while protecting continuity of live airport fuelling operations.
Key Responsibilities
Project Planning and Delivery
- Define project scope, objectives, deliverables, and work breakdown structure in line with contract requirements.
- Develop and maintain integrated baseline schedules (Primavera P6 or MS Project), resource plans, and cash-flow forecasts.
- Lead execution of jet fuel infrastructure works: fuel farm tanks, hydrant pits and loops, transfer pipelines, pump and filtration skids, and hydrant dispensers.
- Plan and coordinate tie-ins and shutdowns with airport operations to avoid disruption to aircraft fuelling.
- Oversee testing, pre-commissioning, commissioning, and handover to operations, including punch-list closure.
- Perform any other duties and responsibilities as assigned by the direct manager.
Engineering and Technical Oversight
- Review design packages, specifications, and vendor documents for compliance with project and client standards.
- Ensure systems comply with JIG 1, 2 and 4, EI 1529, EI 1540, EI/JIG 1530, API 650, API 2610, NFPA 407 and IATA fuel quality requirements, as applicable.
- Coordinate with the Technical Director on technical queries, design changes, and deviations.
- Manage the Management of Change (MOC) process for all modifications to existing fuel systems.
Health, Safety, Security and Environment
- Lead a zero-harm culture across all project activities and contractors.
- Ensure Permit-to-Work, Job Safety Analysis, isolation, hot work, and confined-space controls are applied on live fuel systems.
- Support HAZOP, HAZID, SIL, and risk assessment workshops and track actions to closure.
- Ensure environmental controls for spill prevention, soil and groundwater protection, and waste management, and maintain environmental baseline records.
- Comply with GACA regulations, client HSE requirements (including Saudi Aramco standards where applicable), and Saudi civil defense codes.
Contract, Cost and Commercial Management
- Administer contracts with clients, EPC contractors, and subcontractors, including variations, claims, and notices.
- Control project budget, monitor earned value, and report cost and schedule variance with corrective actions.
- Support procurement of long-lead items such as pumps, filter-water separators, meters, valves, and tankage.
- Identify contract risks and discrepancies early, including insurance, bonding, and liability obligations, and escalate formally.
Quality Assurance and Control
- Implement the project quality plan, inspection and test plans, and material traceability.
- Ensure welding, NDT, hydrotesting, internal tank coating, and pipeline cleanliness meet specification.
- Ensure fuel quality is protected through flushing, sampling, and certification before systems enter service.
Stakeholder and Team Management
- Act as the primary point of contact for the client on all project matters.
- Prepare and present weekly and monthly progress reports to senior management and client representatives.
- Coordinate with airport authorities, airlines, into-plane operators, and government entities.
- Lead, mentor, and evaluate the project team, and promote Saudization and knowledge transfer.
- Maintain project documentation, correspondence, and as-built records through the document control system.
EssentialQualifications & Requirements
- Bachelor's degree in Mechanical, Chemical, Civil, or Petroleum Engineering from a recognized university.
- Minimum 10 years of experience in oil and gas or fuel infrastructure projects, including at least 5 years managing aviation fuel, fuel farm, or hydrant system projects.
- Proven delivery of projects at live, operational airports or hydrocarbon facilities.
- Professional Engineer registration with the Saudi Council of Engineers (SCE).
- Strong working knowledge of JIG, EI, API, and NFPA standards for aviation fuel systems.
- Fluency in English; Arabic is highly preferred.
Preferred
- * PMP or equivalent project management certification.
- NEBOSH IGC or equivalent HSE certification.
- Experience working with Saudi Aramco, GACA, Riyadh Airports Company, or similar major clients.
- Master's degree or MBA in engineering or project management.
