We are seeking an exceptionally qualified Project Controls Manager to lead the Project Controls function at the consortium level for a landmark SAR ~7 Billion Metro infrastructure project.
Reporting directly to Project Leadership, the successful candidate will be responsible for providing strategic oversight, rigorous governance, and end-to-end management of planning, scheduling, delay analysis, commercial exposure, and cost control across a complex multi-partner Joint Venture / Consortium environment.
Key Responsibilities
- Consortium-Level Leadership: Drive and manage the overall Project Controls strategy across all consortium partners, ensuring full alignment on schedules, reporting metrics, risk mitigation, and project milestones.
- Master Planning & Scheduling: Direct baseline management, progress monitoring, earned value management (EVM), critical path analysis, and accurate schedule forecasting using Primavera P6. Oversee recovery and acceleration plans when required.
- Time Claims & Claims Management: Lead forensic delay analysis, Extension of Time (EOT) submissions, disruption claims, and Time Impact Analysis (TIA) to protect the consortium’s contractual and commercial interests.
- Cost & Commercial Governance: Provide high-level oversight of project budgeting, cash flow, forecasting, variations, commercial claims, and overall contractual risk exposure.
- Risk Management: Oversee schedule and cost quantitative risk assessments, identifying key risk drivers and establishing proactive mitigation strategies.
- Executive & Stakeholder Reporting: Direct senior-level dashboard reporting, KPI tracking, and effective coordination with Consortium Board Members, the Client, Project Management Consultants (PMC), and external stakeholders.
Key Requirements & Qualifications
- Metro / Rail Experience (Mandatory): Direct, proven experience holding a leadership Project Controls role on major Metro or Railway EPC megaprojects.
- Overall Experience: Minimum of 15 years of progressive, hands-on Project Controls experience on large-scale infrastructure and EPC projects.
- Consortium / JV Leadership: Proven track record leading multidisciplinary Project Controls teams within complex Joint Venture or Consortium arrangements.
- Forensic Delay Analysis: Deep expertise in EOT claims, disruption analysis, and contractual schedule dispute resolution.
- Technical Mastery: Master-level knowledge of Primavera P6, delay analysis methodologies, and integrated cost/schedule control systems.
- Stakeholder Management: Exceptional communication, negotiation, and executive presence required to manage interactions with high-level Client and Partner representatives.
- Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline. Advanced certifications (e.g., PMP, CCP, PSP, RICS) are a strong plus.
