Job Description
Planning & Scheduling
* Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
* Monitor project progress against approved baselines and milestones.
* Analyze schedule performance and identify delays, critical path activities, and recovery plans.
* Coordinate with engineering, procurement, construction, systems, and commissioning teams to ensure schedule integration.
* Conduct schedule risk analysis and forecast project completion dates.
Cost Management
* Establish project cost control systems and procedures.
* Monitor project budgets, commitments, expenditures, and forecasts.
* Prepare Cost Performance Reports and Earned Value Analysis (EVM).
* Identify cost variances and recommend corrective actions.
* Manage project cash flow forecasts and financial reporting.
Progress Measurement & Reporting
* Develop project KPI dashboards and performance metrics.
* Produce weekly and monthly progress reports for management and client review.
* Present project status, trends, and forecasts to senior stakeholders.
* Ensure accurate progress measurement across all project workstreams.
Risk & Change Management
* Maintain project risk registers and mitigation plans.
* Support quantitative and qualitative risk assessments.
* Lead the project change management process.
* Evaluate schedule and cost impacts of change requests and variations.
* Track claims, variations, and contractual implications.
Contract & Commercial Support
* Support commercial teams in evaluating claims and change orders.
* Review contractor schedules, progress reports, and recovery plans.
* Assist in dispute resolution related to schedule and cost matters.
* Coordinate with contract management teams to ensure compliance.
Leadership & Stakeholder Management
* Lead and mentor Project Controls Engineers, Planners, Cost Engineers, and Reporting Specialists.
* Interface with client representatives, consultants, contractors, and project teams.
* Establish project control standards, procedures, and reporting frameworks.
* Drive continuous improvement initiatives across project controls functions.
Qualifications
Education
* Bachelor's Degree in Engineering, Construction Management, Project Management, or related discipline.
* Master's Degree is preferred.
Certifications (Preferred)
* PMP (Project Management Professional)
* PMI-SP (Scheduling Professional)
* AACE Certified Cost Professional (CCP)
* PRINCE2 or equivalent project management certification
* Minimum 18 years of project controls experience.
* At least 10 years in a leadership role on large-scale rail, metro, high-speed rail, railway infrastructure, or transportation projects.
