Organizational Context and ScopeThe Public Health Unit (PHU) at International Organization for Migration (IOM) supports national and local health systems in Lebanon through the implementation of public health interventions, emergency preparedness and response, disease surveillance, community outreach, health promotion, border health, and health system strengthening activities. PHU works in close coordination with the Ministry of Public Health (MoPH) Lebanon, health sector partners, United Nations (UN) agencies, Non-Governmental Organisations (NGOs), health facilities, implementing partners, and other relevant stakeholders to support continuity of essential health services, strengthen preparedness and response capacities, and enhance access to healthcare services for vulnerable and affected populations across Lebanon.
Under the overall supervision of the Head of Programmes (HoP) in Lebanon and the direct supervision of the National Project Officer, the Project Associate – Public Health Field Coordination will be responsible and accountable for carrying out a range of operational and administrative tasks supporting the field implementation and monitoring of projects under the PHU, for timely and effective project delivery in accordance with IOM rules and regulations.
Responsibilities
- * Assist in the field implementation and monitoring of public health project activities.
- Retrieve, compile, summarise, analyse and present information and data related to project activities and field implementation across Lebanon.
- Monitor budget by verifying availability of funds, obtaining necessary approval and budget-related information.
- Act as focal point for administrative and operational coordination of project implementation, involving liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, process and follow up on administrative actions.
- Draft status reports, identify shortfalls and operational challenges, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project field-related issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.
- Respond to complex information requests and inquiries, set up and maintain files and records, and organise meetings, workshops, training sessions and field activities.
- Participate in meetings, field visits and other coordination activities IOM Lebanon to assist in project implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.
- Assist in monitoring the work of Implementing Partners (IP) and other service providers and report delays, gaps and non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.
- Perform such other relevant duties as maybe assigned.
QualificationsRequired Qualifications and ExperienceEducation
- * Bachelor’s degree in public health, nursing, health sciences or a related field from an accredited academic institution with three years of relevant professional experience; or,
- High School diploma with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- * Experience in supporting the field implementation, monitoring and reporting of public health-related projects and activities;
- Experience supporting coordination and communication with field teams, community-based workers, partners and other relevant stakeholders;
- Experience in collecting, verifying and compiling programme information and data from field activities and supporting the preparation of reports and other programme documentation;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
- Experience in working with migrants, refugees, internally displaced persons and other vulnerable groups; and,
- Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.

- * Good knowledge of field-level public health project implementation, monitoring and reporting.
- Ability to collect, verify, compile and present information and data from field activities;
- Ability to support coordination and communication with field teams, community-based workers, partners and other stakeholders;
- Ability to identify field-level operational issues and bring them to the attention of the supervisor;
- Good organisational, administrative, time-management and prioritisation skills;
- Good communication, interpersonal and report-writing skills;
- Ability to work effectively in diverse field settings and engage appropriately with vulnerable populations;
- Ability and willingness to undertake regular field travel across Lebanon and,
- Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint and Outlook.
LanguagesAll IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Arabic are required (oral and written).
