Job Description
Oracle Health is seeking a Software Development Manager to lead our Global EDGE Development team based in Morocco. This leader will lead a team that create internal automation tooling and customer EDGE development deliverable for Oracle Health customers. The role blends people leadership, technical judgment, and delivery ownership to help teams deliver secure, reliable healthcare technology.
The manager will partner closely with product, consulting, customer, architecture, security, and operations stakeholders to translate business needs into durable technical solutions. They will establish a healthy engineering culture that values customer focus, quality, continuous learning, and practical use of modern AI-assisted development practices.
Responsibilities
- Lead, coach, and develop software engineers through regular feedback, career planning, performance management, and clear delivery expectations.
- Set technical direction and delivery priorities for the EDGE & Internal Develop team, balancing roadmap commitments, customer needs, operational work, and risk reduction.
- Guide the design, development, testing, deployment, and support of APEX-based applications and services running in Oracle Cloud Infrastructure.
- Partner with internal and external customers to clarify requirements, communicate tradeoffs, and deliver solutions that address technical and business needs.
- Establish strong engineering practices for code review, design review, automated testing, observability, performance, resiliency, release readiness, and incident learning.
- Ensure the team adopts OCI standards, DevOps practices, and appropriate security and compliance controls for healthcare environments.
- Provide technical leadership across Oracle APEX, Oracle SQL, Millennium data-model integrations, CCL utilities, and Oracle Analytics Cloud work as team needs evolve.
- Resolve cross-team dependencies and remove delivery barriers by collaborating with Oracle Health product, consulting, architecture, operations, and customer teams.
- Promote responsible, effective use of AI-assisted engineering tools across the software development lifecycle while maintaining rigorous review, security, and quality standards.
Required Qualifications
- 8 or more years of professional software engineering experience delivering complex production software, including experience leading or managing software engineers.
- Demonstrated people-leadership skills, including coaching, feedback, performance management, career development, and building inclusive, high-performing teams.
- Strong technical background in application development, database technologies, and cloud-based software delivery.
- Experience with Oracle APEX, Oracle SQL, Oracle Cloud Infrastructure, or comparable enterprise application and cloud platforms.
- Ability to lead engineering work across requirements, design, implementation, testing, deployment, sustaining, and release delivery.
- Experience working with distributed teams and diverse stakeholders, with strong written and verbal communication skills.
- Strong problem-solving skills and sound judgment when navigating customer needs, technical tradeoffs, operational concerns, and delivery pressure.
- Familiarity with AI-assisted development tools and the ability to define practical, responsible team standards for their use.
Basic Minimum Language Requirements
- Java: Java EE 6, 7, or 8 and/or Jakarta EE for enterprise services, integrations, application logic, and platform extensions.
- JavaScript: vanilla JavaScript, TypeScript, and modern ECMAScript for browser behavior, API consumption, and user-interface integration.
- Node.js: server-side JavaScript runtime and package ecosystem for build tooling, middleware, API services, and developer automation.
- React: component-based user-interface development for modern clinical web applications.
- HTML5 and CSS: semantic markup, responsive layout, and accessible styling for usable, maintainable clinical user interfaces.
- Python: scripting, automation, service development, data utilities, test automation, integration support, and tooling.
- T-SQL and MySQL: querying and data-access fundamentals for clinical data retrieval, reporting, legacy or custom workflows, and relational persistence.
Required Tooling and Concepts
- REST APIs: design, consume, secure, version, test, and troubleshoot JSON-based REST APIs, including HTTP methods, status codes, pagination, error handling, and observability.
- WebSphere: deploy, configure, and support applications in IBM WebSphere environments; understand enterprise application lifecycle and operational troubleshooting.
- SAML: implement or integrate SAML-based single sign-on, including service-provider and identity-provider roles, assertions, metadata, and common troubleshooting.
- OAuth 2.0: apply authorization flows and scopes safely for API access, including access and refresh tokens, client registration, and least-privilege access.
- SSL and certificates: manage TLS concepts, certificate chains, keystores and truststores, certificate renewal, and secure endpoint configuration.
Preferred Tooling and Concepts
- FHIR technology: apply FHIR as an interoperability discipline, including core clinical resources, REST interactions, profiles, extensions, implementation guides, validation, version compatibility, terminology, and secure OAuth 2.0 or SMART on FHIR access patterns.
- OCI: familiarity with IAM concepts such as compartments, groups, dynamic groups, policies, federation, and service principals; compute, Oracle Container Engine for Kubernetes, container registries, workload configuration; and storage, backup, lifecycle, and data-residency concepts.
- WebLogic: experience deploying and troubleshooting services in Oracle WebLogic environments.
- OpenID Connect and JWT: modern authentication and identity claims, token inspection and validation, signing concepts, expiry, and secure token handling.
- OpenSSL and cryptography: certificate, key, CSR, cipher, and TLS troubleshooting; appropriate AES encryption and SHA-family hashing, with awareness of MD5 legacy risks.
- CI/CD and Docker: automated build, test, and deployment pipelines; container image hygiene, configuration, secrets handling, and runtime operations.
- Semantic databases, vector databases, embeddings, and Elasticsearch: graph or semantic modeling, metadata, search, retrieval, similarity, and indexing concepts for approved clinical or operational use cases, with privacy controls and human review.
Preferred Qualifications
- Experience with Oracle Health Millennium, including familiarity with the Millennium data model.
- Experience developing or supporting Cerner Command Language (CCL) reports and utilities.
- Experience with Oracle Analytics Cloud, analytics platforms, or healthcare data solutions.
- Experience delivering solutions for government customers or within regulated healthcare environments.
- Experience leading modernization, reliability, test automation, performance, or DevOps improvement initiatives.
- Experience managing teams across multiple sites or in a matrixed organization.
