EWEC (Emirates Water and Electricity Company) is the sole procurer and supplier of water and electricity in the emirate of Abu Dhabi. EWEC drives the planning, forecasting, purchasing, and system despatch services of water and electricity. EWEC fulfils these vital responsibilities through the short-term and long-term balancing of bulk supply and demand for distribution companies and authorities in Abu Dhabi and other Emirates. EWEC is supporting the government of Abu Dhabi and the government of the UAE by enabling the reduction of cost whilst also providing the increased security of supply that comes from a cleaner, larger, and more integrated system.

Job Summary
Lead - Economic Regulation Business Partnering is responsible for ensuring the compliant delivery of EWEC’s BST and associated engagement and reporting requirements. This includes ensuring the development and monitoring of the appropriate processes and internal reporting. In addition, the SERS – T is responsible for acting as a point of contact for DoE and internal EWEC stakeholders for matters related to Economic Regulation (e.g., especially the BST). Furthermore, the role is responsible for ensuring that the BST is compliantly applied in the development of business plans and budgets. The SERS – T will have a close working relationship with the Economic Regulation Senior Specialist – Commercial (SERS-Commercial) developing tariffs for non-Licenced Activities linked to the BST. The SERS – T will need to develop and maintain an up-to-date approach to identify and advocate potential improvements to the economic regulation framework with a strong understanding of the regulatory landscape and requirements. The SERS – T will work closely with other members of the Economic Regulation Function, including the Regulation and Compliance Specialist, SERS-Commercial, Regulatory Reporting Senior Specialist, and a member of the Graduate Training Program. The SERS – T will be responsible for supporting more junior staff and providing continuous feedback and support to foster regulation compliance improvement efforts.
Job Responsibilities
- Maintain and manage the relationship with DoE and other government regulatory bodies in relation to EWEC’s economic regulation framework (e.g. CTS, BST)
- Identify, coordinate and implement any changes to the economic regulation or related frameworks for EWEC, including any changes to the BST methodologies, in coordination with Finance and Commercial directorates as appropriate
- Maintain economic regulation compliance in collaboration with Finance and other relevant functions
- Quantify the impact of any regulatory change on EWEC’s role and represent EWEC during economic regulation developments
- Develop the approach to identify and plan for the advocacy on changes to the Economic Regulation framework or related developments
- Maintain a strong understanding of the wider EWEC regulatory framework, in addition to the economic regulation framework of other sector entities and relevant benchmark jurisdictions
- Assist EWEC’s functions in meeting and understanding economic regulatory and compliance requirements while maintaining independence
- Support RC2 activities, which include the business plan, budget process, and uncertainty mechanism to ensure compliance with the economic regulation framework
- Act as the regulation focal point for selected business directorates, ensuring the team’s coverage of the entire organisation
- Lead on selected policy/regulatory development topics through proactive and reactive activities. This includes the active collaboration with internal and external stakeholders.

Education
Bachelor’s degree in Economics, Business Management, Engineering or related field
Experience
Minimum of 6+ years of experience in economic regulation management and compliance
