seeking an accomplished HR Director to lead and oversee the full spectrum of human resources functions within a government entity in Dubai.
The ideal candidate must have extensive federal government HR experience, strong leadership capabilities, and a proven track record of developing and implementing HR strategies aligned with government regulations, policies, and organizational objectives.
🔹 Key Duties & Responsibilities
Strategic HR Leadership
- Develop and implement HR strategies, policies, and plans aligned with organizational goals and government priorities.
- Lead HR transformation, organizational development, workforce planning, and continuous improvement initiatives.
- Advise senior leadership on HR strategy, workforce challenges, and people-related decisions.
Talent Acquisition & Workforce Planning
- Oversee recruitment, selection, workforce planning, Emiratisation, and talent acquisition strategies.
- Ensure recruitment processes comply with applicable government regulations and approved manpower plans.
- Develop succession planning and talent pipeline initiatives for critical positions.
HR Operations & Government Compliance
- Oversee all HR functions, including employee relations, HR operations, onboarding, offboarding, and personnel administration.
- Ensure compliance with applicable federal government HR legislation, policies, procedures, and regulatory requirements.
- Review and enhance HR policies, procedures, delegations, and internal controls.
Compensation, Benefits & Performance Management
- Lead compensation and benefits, salary structures, allowances, and employee rewards in line with applicable government frameworks.
- Oversee performance management systems, KPIs, and employee development plans.
- Ensure effective management of promotions, increments, benefits, and other employee lifecycle processes.
Learning & Development
- Develop learning and development strategies to enhance employee capabilities and leadership effectiveness.
- Identify skills gaps and implement training, career development, and succession planning programs.
Employee Relations & Engagement
- Oversee employee relations, grievances, disciplinary matters, and workplace investigations.
- Promote employee engagement, well-being, retention, and a positive organizational culture.
HR Analytics & Digital Transformation
- Monitor HR KPIs, workforce reports, and people analytics to support evidence-based decision-making.
- Drive HR digitalization, process automation, and the effective use of HR systems and technology.
🔹 Key Requirements
- Emarati—mandatory.
- Extensive experience in federal government HR, preferably in a senior HR leadership role.
- Comprehensive knowledge of all HR functions, from strategic HR planning to day-to-day operations.
- Strong understanding of federal government HR legislation, policies, and procedures.
- Proven experience leading HR teams and managing complex HR initiatives.
- Excellent leadership, communication, stakeholder management, and decision-making skills.
- Strong analytical, strategic planning, and organizational development capabilities.
- A bachelor's degree in human resources, business administration, or a related discipline; a master's degree and relevant professional certifications are an advantage.
