Role Purpose:
Lead the Project Management Office (PMO) and provide enterprise-level governance and oversight across the real estate portfolio through integrated stakeholder management, delivery management, and design leadership. Establish portfolio priorities, governance standards, decision frameworks, and performance controls to ensure projects progress in alignment with approved business objectives, budgets, schedules, quality standards, and risk parameters. Act as a senior integration point between executive management, project teams, consultants, authorities, and key stakeholders to support timely decisions and predictable portfolio outcomes.
Key Activities:
- Establish and lead the PMO governance framework across the project portfolio, including stage gates, integrated master schedules, performance dashboards, reporting standards, decision logs, change control, risk escalation and executive reviews. Consolidate portfolio performance and provide forward-looking insight on schedule, cost, quality, dependencies, and critical decisions.
- Provide senior oversight of project delivery from mobilization through construction, commissioning, handover and close-out. Govern delivery strategies, milestone performance, interface management, project controls, recovery plans and readiness reviews; challenge delivery teams and PMCs on performance and ensure material issues are escalated with clear recommendations.
- Set and govern portfolio-wide design principles, review gates and technical decision frameworks from concept through IFC and delivery support. Oversee multidisciplinary design integration, design-to-budget, value engineering, constructability, operator and end-user requirements, authority interfaces and resolution of material technical matters.
- Lead the stakeholder management framework across internal executives, business functions, authorities, utilities, strategic partners, operators and other key parties. Establish stakeholder maps, engagement and escalation plans; resolve competing priorities; facilitate executive decisions; and govern critical approvals, commitments and external interfaces affecting project delivery.
- Lead and develop the PMO functions covering stakeholder, delivery, and design management; define accountabilities and performance expectations; oversee portfolio risks, lessons learned, and assurance reviews; strengthen standards, tools, and ways of working; and drive collaboration across development, commercial, procurement, finance, operations, and other functions.

Requirements:
- Bachelor’s degree in Engineering, Architecture, Project Management, Construction Management, Real Estate Development, or a related discipline.
- Master’s degree in Project Management, Real Estate, Business, or a related field is an advantage.
- Senior leadership experience in owner-side real estate development, PMO, or major capital-project environments.
- Demonstrated experience in multi-project governance, delivery oversight, and executive reporting.
- Strong experience across project lifecycle governance, design management, stakeholder interfaces, project controls, risk and change management, and delivery assurance.
- Experience leading multidisciplinary teams and complex project portfolios is strongly preferred.
- PMP or equivalent project/program management certification is preferred.
- Professional engineering or architecture registration, LEED, PgMP, or similar credentials are advantageous.
- Professional proficiency in Arabic and English.
